If it can be made public, it shall be submitted to the National Library in accordance with regulations and handed over to the library of the training unit and the reference room of the college (department).

In order to strengthen the management of secret-related graduate students and secret-related dissertations, the Measures for the Administration of Secret-related Graduate Students and Secret-related Dissertations are formulated in accordance with the Law of People's Republic of China (PRC) on Guarding State Secrets and relevant state laws and regulations.
Article 1 In order to strengthen the management of classified graduate students and dissertations, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on Guarding State Secrets and relevant state laws and regulations on confidentiality.
Article 2 The term "classified graduate students" as mentioned in these Measures refers to graduate students who directly participate in teaching and scientific research projects and tasks involving state secrets, or who come into contact with, know, generate and handle many state secrets in the process of teaching and scientific research.
Postgraduates who are studying for a degree on the job are identified as classified personnel. If it is really necessary for teaching and scientific research to contact, know, generate or handle state secrets, it shall be managed in accordance with the relevant provisions of the secret-related personnel.
Article 3 The term "classified papers" as mentioned in these Measures refers to papers that record state secret information by means of words, data, symbols, graphics, images and sounds. In principle, the tutor of confidential dissertations should be a confidential person.
Article 4 A secret-related postgraduate training unit shall have the secrecy conditions and secrecy working institutions that meet the national secrecy requirements, establish a working mechanism with tutors as the leading factor and the cooperation of postgraduate education departments and secrecy working institutions, and conduct regular secrecy supervision, inspection and education on the performance of duties by secret-related postgraduate students and relevant personnel.
Article 5 The training unit of classified graduate students shall strictly control the number of classified graduate students and the scope of knowing state secrets. Generally, classified graduate students can only contact, know, generate and handle classified state secrets. If it is really necessary to contact and know state secrets, the tutor shall apply and report to the training unit for approval.
Article 6 Graduate students who do not have People's Republic of China (PRC) nationality or have obtained permanent residency or long-term residence permit outside the country (territory), or who are not suitable for contacting state secrets for other reasons, shall not be identified as classified graduate students.
