For a long time, water has been regarded as an inexhaustible resource. Whether it is the development of cities or energy, we are often not afraid of "exhaustion". However, human activities will inevitably affect the environment, which makes water resources a "limited resource". The destruction of vegetation and the hardening of land will inevitably reduce the water-holding capacity of soil, and the serious water shortage in Beijing Plain is an example. Not only small hydropower, but also the utilization of the whole water resources can not be blindly launched, and extensive development must be carried out scientifically on the premise of environmental protection.
The dilemma of water flow is, to a great extent, the dilemma of management. Hydropower resources are concentrated in the relatively backward southwest mountainous areas, and the development mode of "relying on water to draw water" is inevitable, which will inevitably make water resources unbearable for some local cadres' strong development impulse and abnormal outlook on political achievements. On the other hand, the utilization and management of water resources can't keep up with the rapid pace of urbanization. Whether it is the construction of urban water supply and drainage system or the planning and distribution of water use, there is neither reasonable standard nor strong implementation.
