Interim Provisions on Talent Introduction of Qingdao Agricultural University
In order to implement the strategy of strengthening the school with talents and strengthen and standardize the introduction of talents, these Provisions are formulated according to the actual situation of the school.
The first basic principle
(1) The principle of obeying and serving the needs of discipline development and professional construction in schools.
(two) the principle of setting up posts according to needs, selecting people according to posts, strict conditions and open recruitment.
(3) The principle of having both ability and political integrity.
Article 2 Levels and conditions for introducing talents
The first level: academicians of the two academies (including senior scholars in humanities and social sciences) or talents at the same level outside the country (territory).
The second level: a well-known expert who has a high academic status in academic circles at home and abroad, has the ability to lead the discipline to reach or exceed the international advanced level, is not over 50 years old, and meets one of the following conditions:
(1) was selected as distinguished professor or Chair Professor of Changjiang Scholar Award Program of the Ministry of Education.
(2) Winner of Outstanding Youth Fund of National Natural Science Foundation.
(3) Chief scientist of major projects of the National "863" Plan, the National "973" Plan, the National Science and Technology Support Plan, the National Natural Science Foundation and the National Social Science Fund, and the chief expert of the national public welfare industry scientific research special fund project.
(4) Winners of the first prize of the National Natural Science Award, the first prize and the second prize of the Technological Invention Award, the first prize of the National Science and Technology Progress Award, the first prize of the National Social Science Outstanding Achievement Award, the first prize of the Teaching Achievement Award, and the first prize of the artistic works.
(five) the innovation research group of the National Natural Fund and the academic leader of the innovation team of the Changjiang Scholar Award Program of the Ministry of Education.

The third level: having high academic attainments and outstanding academic achievements in this discipline, generally not exceeding 45 years old, and having two or five of the following first four conditions:
(a) the accumulated scientific research funds in the past five years (referring to the personal disposable funds, the same below) totaled more than 5 million yuan for natural science and 500,000 yuan for social science, and met one of the following conditions:
1. More than one key project 1 in the last five years (inclusive);
2. Presided over 2 projects or 1 project and 1 provincial key project;
3 presided over a scientific research project and more than two (including) provincial and ministerial projects.
(two) in the past five years, he has won the first and second prizes of national natural science, national technological invention, national scientific and technological progress, teaching achievement, national social science outstanding achievement and artistic works; Winner of Shandong Science and Technology Award; The second prize of national scientific and technological progress, the second prize of outstanding achievements in social sciences, the second prize of artistic works and the first prize of teaching achievements.
(Papers published by SCI, EI, A&; HCI and SSCI include more than 15 articles (inclusive), or the cumulative impact factor exceeds 20.
(four) the national Ministry of Human Resources and Social Security "100 million talents project" first-class and second-class candidates, Shandong ten thousand people plan first-class candidates and the same level candidates.
(five) in the past five years, the first author or correspondent has published papers on this subject in important international academic journals such as SCI, EI and A&; For HCI and SSCI, the cumulative impact factor is greater than 40, and the impact factor of at least 5 articles is not less than 2.0.
The fourth level: excellent academic achievements in the research field of this discipline, certain influence in academic circles, good development potential, generally no more than 45 years old, with two of the following conditions or meeting the third level conditions:
(a) in the past five years, he won the first and second prizes of national natural science, national technological invention, national scientific and technological progress, national social science outstanding achievement, teaching achievement and artistic work; Five members from the top two of the National Science and Technology Progress Award, the Social Science Outstanding Achievement Award, the Artistic Works Award and the Teaching Achievement Award; First prize of provincial natural science, first prize of provincial technological invention, first prize of provincial scientific and technological progress, first prize of provincial outstanding achievements in social sciences, third prize of provincial outstanding achievements in social sciences, third prize of artistic works, first prize of provincial and ministerial artistic works;
(two) in the past five years, he has presided over 1 or two or more provincial scientific research projects, with accumulated scientific research funds of more than 2 million yuan for natural science and more than 200,000 yuan for social science.
(3) In recent five years, the first author or correspondent has published more than 10 articles in international important academic journals or academic journals with academic level (including 10 articles, of which at least 3 articles have an impact factor of not less than 1.0), or the cumulative impact factor is more than 12.
The fifth level: having a doctor's degree, having good development potential, being able to make greater contributions to discipline construction, generally not exceeding 40 years old, and having two of the following conditions or meeting item (3) of the fourth level:
(a) in the past five years, he has won the first and second prizes of national natural science, national technological invention, national scientific and technological progress, national outstanding achievements in social sciences, artistic works and teaching achievements; The top three personnel of the second prize of national scientific and technological progress, the second prize of outstanding achievements in social sciences, the second prize of artistic works and the first prize of teaching achievements; First prize of provincial natural science, first prize of provincial scientific and technological invention, first prize of provincial scientific and technological progress, third prize of outstanding achievements in social sciences, third prize of artistic works, first prize of outstanding achievements in social sciences in six provinces, first prize of provincial and ministerial artistic works; The first prize of provincial teaching achievement, the second prize of provincial natural science, the second prize of provincial scientific and technological progress, the second prize of provincial scientific and technological invention, the second prize of provincial and ministerial artistic works, and the second prize of provincial social science outstanding achievements.
(two) in the past five years, he has presided over scientific research projects at or above the provincial level, and the total accumulated scientific research funds are more than 600 thousand yuan for natural science and more than 60 thousand yuan for social science.
(3) In the past five years, the first author or correspondent has published more than 6 papers in this discipline in important international academic journals or academic journals with academic level of the Society (including 6 papers, at least 2 of which are SCI, EI, SSCI or A &；; HCI article), or the cumulative impact factor is greater than 6.
(four) in the past five years, as the first person to complete the national invention patent 1.
The sixth level: generally have a doctorate. In principle, at least two undergraduate, master's and doctoral degrees are full-time graduates of "2 1 1" and "985" key construction universities or three national key research institutes or foreign universities (research institutes), and their age is generally not more than 35 years old.
Article 3 Procedures for introducing talents
(1) The school organizes the preparation of a talent recruitment plan and reports it to the superior for approval.
(2) announce to the public the demand for imported talents.
(3) Universities and leading groups for talent introduction review the candidate materials,
Including:
1. Education, degree, work resume, professional and technical post certificate, postdoctoral certificate of 7 mobile stations, education, degree certification certificate, honorary certificate, etc. ;
2 teaching and scientific research achievements, including scientific research project certificates, award-winning certificates of scientific research achievements, patent certificates, etc. ; 3.3 ~ 5 representative papers and their original covers and catalogues, as well as the covers, catalogues and home pages of other representative works listed in the resume;
4. Proof of the inclusion of SCI listed in the application form and other citations of the paper;
5. Brief description of spouse and children.
(four) the leading group for the introduction of talents organizes experts to inspect the candidates, puts forward the list of candidates, grades and treatment, and reports it to the principal's office.
(five) the principal's office will study and determine.
(6) After the candidates to be employed have passed the medical examination and have no objection during the publicity period, they shall go through the admission and employment procedures according to the relevant provisions of personnel work after being reported to the higher authorities for approval. For high-level talents, it can be determined by specific research.
Article 4 Relevant treatment of imported talents
(1) First-and second-class talents: the school gives special policies according to specific conditions.
(2) Third-level talents:
1. Provide housing subsidy of 500,000 yuan;
2. Natural science talents provide 300,000 yuan of research start-up funds, and humanities and social science talents provide 65,438+10,000 yuan of research start-up funds;
3. Provide equipment fee of 500 ~ 1 10,000 yuan;
4. In addition to the salary, welfare and performance allowance provided by the school in accordance with the regulations, you can also enjoy a talent post allowance of 60,000 yuan/year.
(3) Level 4 talents:
1. Provide housing subsidy of 300,000 yuan;
2. Natural science talents provide 200,000 yuan of research start-up funds, and humanities and social science talents provide 80,000 yuan of research start-up funds;
3. Provide necessary scientific research conditions;
4. In addition to the salary, welfare and performance allowance provided by the school in accordance with the regulations, it also enjoys a talent post allowance of 24,000 yuan/year.
(4) Fifth-level talents:
1. Provide housing subsidy of 200,000 yuan;
2. The doctor of natural science provides 654.38+10,000 yuan of research start-up funds, and the doctor of humanities and social sciences provides 50,000 yuan of research start-up funds;
3. In addition to the salary, welfare and performance allowance provided by the school in accordance with the regulations, it also enjoys a talent post allowance of 6.5438+0.2 million yuan/year.
(five) the sixth level of talent:
1. The doctor of natural science provides 60,000 yuan of research start-up funds, and the doctor of humanities and social sciences provides 30,000 yuan of research start-up funds.
2. Provide a housing subsidy of 654.38+10,000 yuan for doctors with one of the five-level talents.
(6) Housing allowance shall be paid monthly with salary within 10 years. If both husband and wife are nine imported talents, housing subsidies will be paid according to the standard of one party's full amount and one party's half amount.
(seven) those who enjoy the post allowance of the above-mentioned personnel shall be assessed according to the relevant provisions of the school, and those who fail the assessment shall be disqualified from the post allowance. The post allowance for qualified personnel has been issued for 4 years.
(8) The personnel selected for "136 1 talent project" during the employment period shall be implemented in accordance with the Interim Measures for the Management of 136 1 talent project.
Article 5 Management of imported talents
(a) the service period of the above-mentioned talents is 8 years, and the employment period is managed, and each employment period is 4 years. Transfer within the service period shall be deemed as breach of contract.
(2) Upon the expiration of employment, employees shall be assessed according to the relevant regulations of the school and the employment contract. Those who fail the examination will not be renewed.
(3) The probation period for level 6 personnel is one year. At the end of the probation period, the school will terminate the employment contract with those who fail the examination.
(four) for the first four levels of high-level talents, you can also adopt a flexible introduction method, according to the actual contribution to determine the relevant treatment.
Article 6 The Ministry of Personnel shall be responsible for the interpretation of these Provisions and shall come into force as of the date of promulgation.
