Chapter III Protection of Protected Areas and Protected Facilities

(a) new construction, renovation, expansion or demolition of buildings (structures);

(3) Building ponds, digging canals, dredging rivers, draining floods and drainage, quarrying and dredging sand, and drilling wells for water;

(five) other operations that may affect the safety of rail transit.

If the above operations have a great impact on the construction and operation of rail transit, experts shall demonstrate the safety protection scheme and entrust professional institutions to conduct dynamic monitoring. When there is a situation that endangers the safety of rail transit, the operating unit shall immediately stop operation, take remedial measures, and report to the administrative department in charge of licensing operation and the municipal rail transit management institution.

If the rail transit facilities are damaged in the construction process, the rail transit business unit shall be responsible for the repair according to the original technical standards, and the required expenses shall be borne by the business unit.

Thirty-fourth key protected areas prohibit the following acts:

(a) interfere with the special communication frequency of rail transit, damage or interfere with the mechanical and electrical equipment, cables and communication signal systems of rail transit;

(two) unauthorized use of rail transit piers or bridges for construction, anchoring or dragging anchors in the waters of key protected areas of river-crossing (lake) tunnels;

(three) unauthorized laying of flat (vertical) crossings on rail transit lines;

(four) the construction of buildings (structures) on both sides of the rail transit line that affect the driving sight or the planting of plants that affect the driving sight and may endanger the rail transit facilities and driving safety;

(5) Burning garbage, stocking livestock, discharging sewage, dumping garbage, dregs and other harmful substances;

(six) stacking explosive, flammable, toxic, corrosive, radioactive and infectious disease pathogens and other dangerous goods;

(seven) other acts that endanger rail transit facilities.

Thirty-fifth key protected areas shall not carry out construction activities unrelated to rail transit projects, except for municipal projects approved by the planning.

The project construction scheme in the key protected areas shall be demonstrated by the municipal rail transit management institution in conjunction with the relevant administrative departments, and the safety protection scheme shall be formulated by the operating unit in conjunction with the rail transit business unit.

Thirty-sixth rail transit ground lines, elevated line bridge space, car depot and parking lot should be fully enclosed, except for roads, railways and other traffic needs.

The underground space of elevated bridge shall not be illegally occupied.

Thirty-seventh rail transit projects for reconstruction, expansion, major maintenance, renovation of equipment and facilities or system debugging. , it shall formulate a safety protection plan and report it to the municipal rail transit management institution for approval; If it is really necessary to change the operation plan, it shall be reported to the municipal rail transit management institution for approval in advance and announced to the public.

Thirty-eighth rail transit business units should strengthen the maintenance of rail transit facilities, regular inspection, timely maintenance, to ensure the safe operation of rail transit facilities.
