The management system of local administrative divisions in the Northern Song Dynasty basically set up three levels below the central government. The highest level was Lu (equivalent to the present province), which had jurisdiction over the government, state, army and prison. At the beginning, there was a 15 road, which was divided into 17 road in the fourth year of Xianping (100 1 year), so there was a 17 road in 1007. Among them, there are three roads related to Shaanxi, Qinghai and Gansu-Yongxing Army Road, Qingfeng Road and Lizhou Road (Xining, Lanzhou, Zhou Min and Zhou Tao all belong to Qingfeng Road):

Yongxing Army Road: Governing Chang 'an (now Xi 'an, Shaanxi). The governments, regions and troops under the jurisdiction of Shaanxi and Gansu are:

Jingzhaofu: Governing Chang 'an.

Yan 'an House: Skin Treatment (now Yan 'an, Shaanxi).

House in the River: Governing Hedong (now Zhou Pu Town, yongji city).

Shangzhou: Administering Shangluo (now Shangzhou District, Shangluo City, Shaanxi Province).

Tongzhou: Zhifengyi (now Dali County, Shaanxi Province).

Huazhou: Administering Zheng County (now Hua County, Shaanxi Province).

Yaozhou: Zhihua Garden (now Yaoxian County, Shaanxi Province).

Zhou Fang: Governing the Central Plains (now Huangling, Shaanxi).

Taizhou: Zhi Xinping (now Chen County, Shaanxi Province).

Ningzhou: Governing Ding 'an (now Ningxian County, Gansu Province).

Qingzhou: Public Security (now Qingyang, Gansu).

Zhou Huan: Administering Tong Yuan (now Huanxian County, Gansu Province).

Zhangzhou: Governing Luojiao (now Fuxian County, Shaanxi Province).

Danzhou: Administering Yichuan (now Yichuan, Shaanxi).

Suide Army: Ruling Suide in Shaanxi today.

Security forces: Zhi Zhidan, now Shaanxi Province.

Dingbian Army: Ruling Tiebian Town, Wuqi County, Shaanxi Province.

Qin Feng Road: Straight to Ji Cheng (now Tianshui, Gansu). The governments, regions and armies under the jurisdiction of Shaanxi, Gansu, Qinghai and Ningxia are:

Qin Zhou: Governing the Pole (now Tianshui, Gansu).

Fengzhou: Administering Liang Quan (now Xifeng, Gansu).

Fengxiang House: Administering Tianxing (now Fengxiang, Shaanxi).

Jingzhou: Administering Baoding (now Jingchuan, Gansu).

Longzhou: the source of governance (now Longxian County, Shaanxi Province).

Weizhou: Administering Pingliang (now Pingliang, Gansu).

Yuanzhou: Zhilinjing (now Zhenyuan, Gansu).

Xihuizhou: Zhifuchuan (now Jingyuan, Gansu).

Duke Zhou: Administering Longxi (now Longxi, Gansu).

Zhou Min: Administering Youchuan (now Min County, Gansu Province).

Chengzhou: Administering Tonggu (now Chengxian County, Gansu Province).

Jizhou: Governing Fujin (now Wudu, Gansu).

Zhou Tao: Governance is now Lintan, Gansu.

Xizhou: Governing Drip Road (now Lintao, Gansu).

Lanzhou: Administering Lanquan (now Lanzhou, Gansu).

Hezhou: Governance is located in Linxia, Gansu.

Huangzhou: Governing Henan, Ledu County, Qinghai.

Kuozhou: Governing the north of Jianzha County in Qinghai today.

Xining Prefecture: The place of governance is now Xining, Qinghai.

Zhen Rongjun: Governing Guyuan in Ningxia today.

Huaidejun: Governing Haiyuan in Ningxia today.

Shunde Army: Ruling Longde in Ningxia today.

Ji Shijun: A Guide to Governing Qinghai today.

Lizhou Road: Governing Nanzheng (now Hanzhong, Shaanxi). Shaanxi Province and Gansu Province have jurisdiction over:

Xingyuanfu: Administering Nanzheng (now Hanzhong, Shaanxi).

Yangzhou: Zhixing Road (now Shaanxi).

Xingzhou: Governing Shunzheng (now Lueyang, Shaanxi Province).

Wenzhou: Curing Qushui (now Wenxian County, Gansu Province).

During the Northern Song Dynasty, except for the above areas, northern Ningxia and most parts of Gansu were occupied by Xixia.
