Attachment: At the end of 2002, the Information Department of the General Administration of Press and Publication gave a further unified reply: (1) There is no difference between national journals and local journals; (2) At present, the national and local evaluation of periodicals has nothing to do with their academic level; (3) The identification of "core journals" is a folk behavior, not a government behavior; (4) At present, the administrative department of press and publication has not formulated authoritative standards to measure the quality of academic journals; (5) In recent years, the General Administration of Press and Publication has held the National Periodical Award, the National Hundred Key Social Sciences Periodical Award, China Periodical Square and other periodical awards. It can't be considered that the journals that won these awards are of high academic quality and "can't be used as the basis for choosing papers when evaluating professional titles". This is by far the most authoritative and up-to-date opinion of government functional departments. (This paragraph is taken from Journal of China Academy of Social Sciences.)
