Raymond Williams believes that "elegant culture", like "popular culture", is just a symbol system, and so is its social function. Culture is a whole, which not only exists in "high" and "elegant" cultures, but also covers only the "best things" in culture. The culture of "high" and "elegance" is nothing more than a certain form in the overall development of society, and the strict boundaries between "high", "low", "elegant" and "vulgar" should also be eliminated.
