The administrative level of the All-China Disabled Persons' Federation is the ministerial level. The administrative level of the Provincial Disabled Persons' Federation is the main hall level. The administrative level of the deputy provincial disabled persons' Federation is the deputy department level. The administrative level of the municipal disabled persons' Federation is at the official level. The administrative level of the county-level Disabled Persons' Federation is the official level. The level of the chairman of the township disabled persons' Federation is the official level. The Federation of Disabled Persons belongs to a group organization of government departments at the same level.

Article 19 of the Civil Service Law of People's Republic of China (PRC) is set below the bureau level. The rank sequence of comprehensive management civil servants is divided into: first-class inspector, second-class inspector, first-class researcher, second-class researcher, third-class researcher, fourth-class researcher, first-class chief clerk, second-class chief clerk, third-class chief clerk, fourth-class chief clerk, first-class clerk and second-class clerk. The rank sequence of civil servants in positions other than comprehensive management shall be stipulated separately by the state in accordance with this law. Disabled Persons' Federation, China Disabled Persons' Federation, was established in March, 1988. It is a people's organization composed of disabled people, their relatives and friends, and disabled workers. It is a unified organization of all kinds of disabled people in China.
