When Nanjing was liberated, Nanjing Military Management Committee was established, with Liu Bocheng as the director and Song Renqiong as the deputy director. Liu Bocheng was the first mayor of Nanjing and secretary of the CPC Nanjing Municipal Committee. When Liu Bocheng was transferred to the second secretary of the Central Committee of the Communist Party of China Southwest Bureau, Ke Qingshi was promoted from vice mayor to Nanjing mayor.
