Manufacturing is the main body of the national economy, the main battlefield of scientific and technological innovation, and the concrete embodiment of the comprehensive strength of various countries. The game between big countries is a tough battle, and manufacturing is the core of hard power. After the financial crisis, the world's major economies have paid renewed attention to revitalizing the manufacturing industry. The "1+X" planning system of "Made in China 2025" was released in an all-round way, marking the basic completion of China's system design. The US government has also proposed "the return of manufacturing industry", hoping to boost the economy and employment.
Recently, Professor Zuo Tiechuan, former director of National Industry-University-Research Laser Technology Center, Dr Li Jinbo, Vice Minister of Industrial Planning Department of China International Economic Exchange Center, Dr Long Fei, researcher of China Electronic Information Industry Development Research Institute of the Ministry of Industry and Information Technology, and Dr Jia Hongyang, vice president of Zhongguancun Cuihu Science Park Chamber of Commerce, attended the round table meeting of "China Smart Manufacturing in the New Era" in Beijing, and had in-depth discussions with many guests present on the challenges, development advantages and realization paths of the manufacturing industry from "big" to "strong".
For the hard challenges faced by China's manufacturing industry, Dr. Li Jinbo believes that the challenges may come from three aspects: First, the quality challenges need to improve industry supervision and strengthen the promotion of craftsmanship; Second, the challenge of brand. China products have been advancing to the world advanced level in technology and technology, but "they just can't sell at a good price". A very important reason is the lack of brand building; Third, the motivation is insufficient, the reform of state-owned enterprises needs to be deepened, and the main body of innovation needs to be shaped.
As far as the development thinking embodied in Made in China 2025 is concerned, Dr. Longfei believes that from the perspective of future macroeconomic policies, before 2025, what we have to solve is that many core links and key technologies in the whole economy should have substantial breakthroughs. Take a high-rise building for example. The problem to be solved now is how strong the steel bars of the building can withstand, and the problem to be solved is the productivity of the whole industrial base. Future policies may tilt in this direction, and the role of policies is no longer limited to a certain industry or a certain field, but to solve the key problems common to the whole industry. Many core links and key technologies of the whole economy should have substantial breakthroughs, which is the rigid requirement of China's real economy in the future.
On the topic of cultivating the world's leading advanced manufacturing clusters and pushing China to the high end of the global value chain, Dr. Li Jinbo said: First, advanced manufacturing clusters cannot be separated from the construction of regional innovation centers and innovative cities; Second, we should vigorously develop small and medium-sized enterprises; Third, the Ministry of Industry and Information Technology and the Ministry of Science and Technology vigorously promoted the national major science and technology projects, trying to make some breakthroughs in the core technologies of the basic scientific equipment manufacturing industry, and using these breakthroughs to drive the innovative development of upstream and downstream industries; Fourth, we should vigorously cultivate and develop producer services. In the process of developing and cultivating world-leading advanced manufacturing clusters, the new era calls for backbone entrepreneurs.
In terms of innovation environment, Professor Zuo Tiechuan pointed out that all innovations need basic research and time precipitation. The country should create a stable environment for innovation and put people first. Scientific and technological workers should consider what kind of problems China should solve, so that scientific and technological innovation can work for people's happiness. Hard-core entrepreneurs need to deeply understand Industry-University-Research's spirit of deep integration and integrate the innovation of universities and research institutes into the independent innovation of enterprises.
In terms of independent innovation of enterprises, Dr. Jia Hongyang said that innovation is a very focused thing, because only concentration can be professional. At present, regardless of large companies and small enterprises, the sense of innovation is indeed improving. He believes that the essence of all innovation is people. Hard-core entrepreneurs need to actively lead the culture of independent innovation, whether in enterprises, society or on the international stage.
Experts attending the meeting believe that China's economy is changing from a high-speed growth stage to a high-quality development stage, and promoting high-quality development is the fundamental requirement for determining development ideas, formulating economic policies and implementing macro-control at present and in the future. This is a tough battle, which requires us to unite and participate in different subjects of manufacturing from "big" to "strong", go forward bravely, break through all difficulties and break through cocoons into butterflies. Therefore, China needs to promote the spirit of model workers and craftsmen, entrepreneurship with excellent backbone, excellent innovative spirit, knowledge-based, skilled and innovative workforce, accelerate the development of world-class advanced manufacturing clusters, promote the deep integration of Internet, big data, artificial intelligence and real economy, and push China's industry to the middle and high end of the global value chain.
China's economy is entering a new era. China's high-quality development will contribute new impetus to the world's high-quality development.
Develop China manufacturing into China creation.
