After receiving this letter in the meeting room of the Military Commission, Mao Zedong whispered in front of the window with a strong accent of Hunan dialect: "Five hundred years ago, General Xu Da, who went to the Western Ocean for the second time, was heroically crowned Zhongzhou; Five hundred years later, the general Xu Guangda gave up his title several times and became famous all over the world. " After careful consideration, the Central Military Commission awarded the rank of General Xu Guangda, but only designated the administrative level as level five, so Xu Guangda became the only general who was designated as level five at that time.
