What is the nature of tobacco monopoly bureau?
State Tobacco Monopoly Administration was established in 1984. It is a national bureau managed by the Ministry of Industry and Information Technology and co-located with China Tobacco Corporation. It implements unified leadership, vertical management and monopoly management system for China tobacco industry, and has an integrated management system of owner, finance, material, production, supply, marketing and internal and external management.

Institutional responsibility

(a) to formulate the development strategy, planning and policies of the tobacco industry, adjust the industrial structure, and promote the rational distribution of the industry.

(two) the implementation of tobacco monopoly management according to law, investigate and deal with illegal cases, ban and close unplanned tobacco factories according to law, and protect legitimate business.

(3) Organizing the implementation of the national financial and accounting system, exercising the investor's rights on the state-owned assets of the affiliated enterprises according to law, managing the state-owned assets, assuming the responsibility of maintaining and increasing the value, managing and supervising the financial funds of the tobacco industry, and organizing the implementation of the internal audit of the tobacco industry.

(4) Organizing the production and operation of the tobacco industry and foreign economic and technological cooperation, compiling and organizing the implementation of the annual production, supply and marketing and import and export plans of tobacco monopoly products, compiling the fixed assets investment plan of the tobacco industry, examining and approving the fixed assets investment projects of tobacco products production enterprises, guiding industrial safety production, and handling major safety accidents according to law.

(five) to put forward economic policy suggestions for the tobacco industry, formulate price policies for tobacco monopoly products, and manage the prices of tobacco monopoly products.

(six) responsible for organizing the implementation of tobacco industry system reform, guiding the reform of tobacco enterprises, promoting the joint reorganization of cigarette industry enterprises, cultivating large enterprises with international competitiveness, and examining and approving the establishment, division, merger and cancellation of tobacco enterprises according to law.

(7) To be responsible for the harm reduction and coke reduction of tobacco products, formulate policies for the development of science and technology in the tobacco industry, organize the implementation of technological innovation and major scientific research projects and the application and promotion of scientific and technological achievements, be responsible for the technical supervision and quality management of the tobacco industry, and organize the implementation of industry standardization.
