China's administrative levels are divided into five levels: national level, provincial and ministerial level, departmental level, county level and township level, and all levels are divided into deputies. The level of the central ministries and commissions is what we usually call "state, Ministry (province), department, department and branch". In addition to the national level, the other four levels are what we often call local four-level administrative divisions.
Most towns and villages under the jurisdiction of most counties in China are regular-level towns and villages, and there are few sub-level towns and villages. However, with the deepening of the reform of the national administrative division system, many large towns and villages with official-level towns have been upgraded to deputy-level towns, and most of them are located within the jurisdiction of municipalities directly under the central government and sub-provincial cities.
Villages and towns are the most basic government in China, and the mayor, as one of the main leaders of the three groups of villages and towns (party Committee, people's congress and government), its administrative norms and management system depend on the region.
First, the administrative specifications of townships under the jurisdiction of prefecture-level cities are the main hall level, and so on, the county and township are the main hall level, and the township streets are the main hall level. The organization decides the leadership specifications. The main leaders of the three teams in towns and villages-the secretary of the town party Committee, the mayor and the director of the people's congress-should all be at the department level, and the deputy is at the metre level. Party and government offices, financial offices, social affairs offices and other internal departments are stock-level, that is, clerk-level.
Two, the management structure of township municipalities is "directly under the county, district-township, street". The municipal administrative specifications of municipalities directly under the Central Government are provincial and ministerial level, and the legal administrative divisions of counties and districts are still county-level administrative units, but the use of leaders is equivalent to bureau level. Among them, the leadership specifications of the "district" under its jurisdiction are set according to the municipal level (main hall), the towns and villages belonging to the district are at the official level by analogy, and the mayor is the leadership position at the level; Under the jurisdiction of the "county" leadership specifications according to the deputy municipal (deputy hall) settings, counties, towns and streets for the deputy level, the mayor is generally a deputy level leader.
But now some municipalities directly under the central government have been upgraded to county-level structures, and the leaders are all used according to the main hall. As a result, many towns and villages have been promoted to the level, and most of the mayors are also well matched.
Three. There are 15 sub-provincial cities in towns and villages belonging to sub-provincial cities in China, including 10 provincial capital cities and 5 cities under separate state planning, which is a special existence of the current system. The administrative specifications of sub-provincial cities are sub-provincial and enjoy provincial economic management authority. Its administrative norms are self-contained according to the sub-provincial structure, and the settings are roughly as follows:
1, the main positions of the four major teams: municipal level, that is, deputy provincial level;
2. Deputies of the four major teams: deputy municipal level, that is, main department level;
3. Municipal departments and urban areas: bureau level, that is, deputy department level.
4. Municipal department deputy and urban deputy: deputy bureau level, that is, director level.
By analogy, urban streets and towns should be metre-level, mayors are metre-level leadership positions, and many of them are middle-level. The county of sub-provincial cities is still an ordinary county-level administrative structure, with the county magistrate as the host, the deputy as the deputy office, the township street as the official branch and the mayor as the official branch.

In order to reduce administrative union and give towns more autonomy, in the past, some towns directly under the jurisdiction of the prefecture level without districts in many areas of China set up "towns directly under the jurisdiction of the prefecture level", and such cities are also called "cities directly under the jurisdiction of the prefecture level". Later, with the adjustment of regional planning, many cities set up districts in succession. At present, there are only four "through train cities" in China, which are located in Dongguan, Zhongshan, Danzhou and Jiayuguan, Gansu. The administrative specifications of villages and towns in these areas are different from those of towns subordinate to ordinary cities, and they are generally set according to the deputy place, and the main leaders of the teams such as the mayors of villages and towns are all deputy place leaders; Some big towns are set in the middle, with middle-ranking mayors, and their specifications are not inferior to those of towns under the municipality directly under the central government. Their administrative specifications are regarded as the vanguard in towns and villages all over the country.
