According to the relevant regulations of the state, retired soldiers apply for higher vocational colleges by means of "separate planning, taking part in single-recruitment and single-examination in higher vocational colleges, marking papers separately and enrolling students separately". All retired soldiers who meet the resettlement policy and the conditions for applying for the exam and can participate in the study normally can apply for the exam. The qualification examination shall be the responsibility of the municipal, district and county civil affairs departments and military service organs.

Legal basis: Article 20 of the Military Service Law of People's Republic of China (PRC). Soldiers should retire from active service after completing their active service.
