In the current reform, graduate students no longer distinguish between public expenses and self-expenses, all of which are self-expenses. However, with the cancellation of public funds, another alternative policy has also been implemented: scholarships. First-class scholarship, free tuition, full-month subsidy (equivalent to the original public expenses), second-class scholarship, free tuition, no subsidy, fourth-class scholarship, full tuition, no subsidy (actually at the original expenses).
The new policy adds two grades of second-class scholarship and third-class scholarship on the basis of the original two grades of public and self-funded. In fact, it is a more detailed distinction between public expenses and self-expense, which is equivalent to half public expenses and half self-expense.
