Chapter I Article 1 Jilin University Student Associations Federation (hereinafter referred to as "Association Federation") is a student organization that serves, manages, coordinates and co-ordinates the student associations and activities of Jilin University under the leadership of the Party Committee of Jilin University and the guidance of the Youth League Committee of Jilin University.

Article 2 The Federation of Associations consists of all the student associations of Jilin University, and adopts the group membership system.

Article 3 The purpose of the Association is to serve, manage and develop student associations, carry out ideological and political education, implement quality development education, guide students to adapt to social development, promote students' employment, enrich campus cultural life and improve students' comprehensive quality under the working pattern of the Youth League Committee of Jilin University.

Article 4 The basic tasks of the Association Federation are:

(a) to guide and supervise the student associations to abide by the party's principles and policies and national laws and regulations, and formulate articles of association and working system according to the situation of the associations to ensure the correct development direction of the student associations;

(two) according to the development status of student associations in Jilin University, formulate the development plan of student associations in Jilin University;

(three) to inject vitality into the development of student associations, create conditions, build a stage and create an atmosphere, so that all student associations can develop healthily and make common progress;

(four) to organize the activities of student associations throughout the school, and to manage and serve the activities of student associations;

(5) To carry out foreign exchange activities on behalf of the student association of Jilin University.

Chapter II Article 7 The highest authority of the Federation of Associations is the Congress of Student Associations of Jilin University.

Article 8 The Standing Committee of the Federation of Associations is the executive body of the Congress of Student Associations of Jilin University, which is composed of the presidium and the heads of various functional departments.

Article 9 The Federation of Associations shall implement the chairman responsibility system. The chairman of the Federation of Associations presides over the work of the Federation of Associations in an all-round way and can carry out foreign exchange activities on behalf of the Federation of Associations.

Article 10 The Secretary-General of the Federation of Associations shall be the director of the Communist Youth League Committee, who shall be responsible for guiding the work of the Federation of Associations.

Article 11 The Federation of Associations consists of six departments: Secretariat, Management Department, Training Department, Activity Department, Public Relations Department and Propaganda Department, all of which are under the ministerial responsibility system.

Article 12 Responsibilities of the Congress of Student Associations of Jilin University:

(a) to review and amend the articles of association of the Federation of Associations;

(two) to review and approve the work report of the Standing Committee of the Federation and other important documents;

(three) to discuss, formulate and review the work plan and development strategy of the Federation of Associations;

(four) to elect the members of the Standing Committee of the new Federation of Associations;

(five) to discuss and decide other major issues that should be decided by the Congress of Jilin University Student Associations.

The election and resolution of the 13th Congress of Student Associations of Jilin University were conducted by secret ballot.

Fourteenth the functions and powers of the Standing Committee of the Federation of Associations:

(a) to implement the resolutions of the Congress and exercise the power of the Congress of Jilin University's student associations when the Congress is not in session;

(two) to convene and organize the meeting of the representative assembly of Jilin University student associations;

(three) internal coordination and overall planning of the work of various departments of the Federation of Associations, and strengthening exchanges and cooperation between associations; Extensive contact with student organizations in colleges and universities, contact with all walks of life, and strive for support for student organization activities in schools;

(four) other functions and powers that should be exercised by the Standing Committee of the Federation.

Article 15 The functions and duties of the chairman of the Federation of Associations:

(a) presided over the work of the Federation of Associations, presided over the formulation of the work plan of the Federation of Associations, and timely reported to the Youth League Committee the situation of the Federation of Associations and the student associations of the whole school;

(two) to supervise the student associations of the school and have the right to criticize the associations, and to submit the unqualified leaders of the student associations and the associations that do not meet the relevant requirements of the school to the Standing Committee of the associations for discussion and corresponding treatment;

(three) to convene and organize the plenary session and the meeting of the Standing Committee of the Federation of Associations;

(four) with the approval of the Youth League Committee of the school, to issue various systems and rules and regulations concerning the Federation of Associations;

(5) To appoint and remove ministers and deputy ministers of various functional departments of the Federation of Associations and decide on the appointment of officers.

Article 16 The functions and duties of the functional departments of the Federation of Associations:

(1) Secretariat department: responsible for the financial and goods management of the Federation of Associations; Responsible for collecting, sorting out and studying relevant information about the development and construction of associations in all aspects, feeding back the opinions of student associations in time, and coordinating and supervising the work of various departments; Responsible for meeting notice, sign-in and record, as well as post-meeting information sorting;

(2) Management Department: conduct a preliminary examination of newly applied associations and assist new associations that meet the requirements and have the conditions for establishment to complete the examination and approval procedures; Organize the basic information of each association for the association to consult at any time; Responsible for club registration, annual review of clubs and selection of outstanding clubs; Responsible for supervising the financial management of associations;

(3) Training Department: According to the students' own needs and the current situation of community development, organize the training of community members and student community leaders through various channels to improve their ideological and political quality and cultivate their ability to carry out community work; Carry out outstanding community cadres selection activities.

(4) Activity Department: Strengthen the guidance and supervision of associations in the form of specific participation in community activities, so as to make the construction and development of associations more formal, institutionalized and rational; Responsible for recording the specific situation of community activities for the reference and use of community associations at any time;

(5) Public relations department: dedicated to expanding the development space of associations and associations and assisting associations to communicate; Expand the sources of support of the Federation of Associations through formal channels, establish and strengthen the links between the Federation of Associations and all walks of life and other colleges and universities, establish harmonious public relations, and improve the social visibility of the Federation of Associations;

(6) Propaganda Department: responsible for the promotion of large-scale activities organized and assisted by the Federation of Associations; Responsible for the supervision and management of publications of various associations; Establish and maintain close contact with news organizations at all levels; Provide reliable words, graphics and other materials for various activities; Through the management of the association website, effectively support and reflect the work of the association, update the latest information of the association in time, and be responsible for the maintenance and management of the association website; Responsible for publishing the latest activity information of the Federation of Associations on the website of the Federation of Associations and increasing the publicity of the activities; Responsible for the effective supervision and management of the information on the website of the Association Federation and the BBS of Peony Garden;

(7) Rights Protection Department: responsible for the establishment and maintenance of league branches of various societies, and promoting the construction of league branches through various channels; Safeguard the rights and interests of associations, strive for the best treatment for associations, negotiate the relationship between associations, and help associations communicate with the school security office;

Chapter III Article 16 All student associations in Jilin University are members of the associations. Student associations are mass organizations formed voluntarily by students studying in Jilin University according to their hobbies, abiding by the Constitution, laws and regulations, implementing the principles and policies of the party and the state, and observing the rules and regulations of the school. They are established with the approval of the Association of Associations, independently carry out activities according to their articles of association, and accept the management and supervision of the Association of Associations.

Seventeenth students' associations of Jilin University are registered and established according to the Regulations on the Administration of Students' Associations of Jilin University, and automatically become members of the associations.

Eighteenth student associations adopt a hierarchical management model. Student associations are divided into school-level and college-level according to grades, which are guided by the school youth league Committee and the college youth league Committee respectively; According to the category, it is divided into seven categories: science and technology, language, practice, literature and art, sports, public welfare and learning.

Nineteenth basic rights of student associations:

The right to advise and supervise the work of federations of associations;

(two) according to the provisions of the articles of association, have the right to independently carry out the activities of the association;

(three) the right to independently manage the internal affairs of the association;

(four) the main person in charge of the association enjoys the treatment of the minister of the association or the student cadres of the college at the same level.

Twentieth basic obligations of student associations:

Associations must carry out activities within the scope permitted by the Constitution, laws and school rules;

(two) associations must obey the leadership of the school party committee, accept the guidance of the school youth league committee, and accept the management and supervision of the association;

(3) Associations must carry out activities in accordance with their articles of association.

Chapter IV Article 21 The assets of the Federation of Associations belong to Jilin University, and the Federation of Student Associations of Jilin University enjoys the right to use, and no organization or individual may misappropriate or occupy them;

Article 22 The secretariat of the Association Federation is responsible for managing the daily property of the Association Federation, managing and registering the office and activity supplies of the Association Federation.

Chapter V Article 23 The secretariat of the Federation of Associations is responsible for establishing detailed and specific accounts of income and expenditure, and regularly publishing the financial status of the Federation of Associations to the Standing Committee of the Federation of Associations;

Article 24 The expenditures of all departments of the Federation of Associations must be reported in advance to the financial budget and the required items, which shall be reviewed by the instructors of the Federation of Associations and submitted to the financial management system of the Youth League Committee for approval;

Twenty-fifth all departments of the Federation of Associations must submit official invoices for reimbursement of expenses;

Article 26 The secretariat of the Federation of Associations shall sort out a detailed financial summary at the end of each semester and deposit it in the archives of the Federation of Associations.

Chapter VI Article 27 The Standing Committee of the Federation of Associations has the right to make a decision on rewards and punishments for student associations according to the investigation of the activities of associations and the opinions of school departments and students, and according to the Regulations on the Administration of Student Associations of Jilin University;

Twenty-eighth the Standing Committee of the Federation of Associations has the right to make a decision on reward or punishment according to the performance of the person in charge of the association and the staff of the Federation of Associations.

Chapter VII Article 29 The Articles of Association shall come into force as of the date of issuance and shall be valid within the scope of work of the Federation of Student Associations of Jilin University.

Article 30 The right to interpret the Articles of Association belongs to the Standing Committee of Jilin University Student Union.
