In order to encourage college students to join the army and broaden the channels for retired college students to grow into talents, the Ministry of Education decided to continue to implement the special postgraduate enrollment plan for retired college students in 2024 (hereinafter referred to as the "Retired College Students Soldier Plan"). The relevant work is hereby notified as follows.
First, strict implementation of special planning.
"Retired University Student Soldier Program" is an important part of national postgraduate enrollment. In the total scale of the national graduate enrollment plan, it is issued separately and used for special purposes, and may not be adjusted to ordinary plans or other special plans. First, the enrollment units with insufficient qualified volunteers should organize transfers to receive qualified candidates to apply for the exam.
In 2024, the national "Retired University Student Soldier Program" will be undertaken by 520 ordinary universities such as Peking University and Tsinghua University (see Annex for the list of enrollment units). All enrollment units should reasonably determine the enrollment scope of the "Retired College Student Soldier Program" according to the school system, and make it clear in the professional catalogue of postgraduate entrance examination and announce it to the public.
Second, strictly review the registration qualifications
Candidates who apply for the "Retired College Student Soldier Program" should be college students who have been enlisted, retired from active service and meet the requirements for postgraduate entrance examination. Among them, "college students" refer to graduates, students and freshmen of full-time ordinary undergraduate colleges (including higher vocational colleges), graduate students and second bachelor's degrees, and graduates, students and freshmen of ordinary undergraduate colleges (including higher vocational colleges) recruited by adult colleges.
Candidates should fill in the enlistment information before enlistment and relevant information such as enlistment and retirement when registering. The relevant departments and enrollment units shall examine the qualifications of candidates in accordance with the prescribed procedures and requirements.
Third, strictly implement the enrollment policy.
All enrollment units should strictly regulate and do a good job in the enrollment of "Retired College Student Soldier Plan" in accordance with the principles of "voluntary enrollment, unified enrollment, independent marking, and merit-based enrollment" and the requirements of the Notice of the Ministry of Education on Printing and Distributing the Provisions on the Enrollment Management of National Postgraduates in 2024 (J.F. [2023] No.2) to ensure fairness and justice and enrollment quality.
