1, take your China driver's license (with an interpreter) and go to Access PEI (PEI's driver's license management department) to make an appointment for a written test. After passing the written test, you will get a document that allows you to drive temporarily. With that certificate, you can legally drive in PEI.
2. Make an appointment for a road test. After passing the road test, you can directly get a level 5 driver's license (full-level driver's license for driving a household vehicle).
It is not recommended that you translate your driver's license in China. For example, in BC province, ICBC (BC driver's license management department) only recognizes translations issued by members of the translation association of this province. According to the official website of PEI, PEI Newcomer Association provides driver's license translation service. You'd better ask them to translate your driver's license.
