Zhang Shiya's fruitful scientific research results have brought great social benefits. Since 2002, Professor Zhang Shiya has put forward six expert suggestions to the Ministry of Education, Chongqing CPPCC and Education Commission. Among them, Chongqing Education in the Western Development —— A Special Investigation Report on the Western Development of Chongqing CPPCC was adopted by Chongqing CPPCC. The Proposal on Promoting the "Renewal Project" of Education in Poverty-stricken Rural Areas of China was published in the Summary of Social Science Research in Colleges and Universities of the Ministry of Education submitted by the General Office of the Ministry of Education to the National Science and Education Group and other decision-making departments and adopted by the Ministry of Education. Guangming Daily on April 6, 2004 and China Education Television on April 5, 2005 all made special reports on this matter, which were highly praised by the people in the Three Gorges reservoir area. In 2006, the report won the second prize of the fourth China University Humanities and Social Sciences Research Outstanding Achievement Award.
