Personally, I think it's because the recess of the university is really single, either sitting in the seat and playing with the mobile phone, or going back to the toilet to continue playing with the mobile phone. No one will go to the corridor to fight like junior high school students.

The purpose of preparing the bell is to remind students to go to class. College students are basically sitting in the classroom, so there is no need to prepare the bell.
