Qualifications of vocational training schools
The establishment of vocational training institutions shall meet the following basic conditions:

(1) Having an organizational structure and articles of association;

(two) there should be a training place suitable for the scale of running a school;

(3) It shall have teaching and training facilities and equipment that meet the needs of teaching and skill training;

(four) should be equipped with full-time principals who meet the qualifications;

(five) should be equipped with a corresponding number of teaching management personnel according to the scale of running a school;

(six) should be equipped with a reasonable structure of full-time and part-time teachers to adapt to the scale and level of running a school;

(seven) there should be a teaching plan, syllabus and teaching materials corresponding to the training project;

(eight) should establish and improve the management system;

(nine) should have the necessary funds for running schools and a stable source of funds.

Qualification of operator

1. If a private vocational training school is established in the name of a social organization, the social organization must have an independent legal personality and legal property suitable for its training program, and the share of non-state-owned assets in its legal property shall not be less than two thirds of the total assets.

2. If a private vocational training school is held in the name of an individual, the sponsor and the legal representative to be appointed shall have political rights and full capacity for civil conduct.

School staffing conditions

1. School Board of Directors: The school shall set up a board of directors according to law, which shall be composed of the sponsor or his representative, the principal, representatives of faculty and staff, etc. The school board of directors shall be no less than 5 people, of whom more than one third must have more than 5 years' education and teaching experience.

2. Legal representative: The legal representative of a private school is the chairman or principal.

3. School administrators:

(1) Principal: Schools should be equipped with full-time principals. The principal shall have a junior college degree or above, an intermediate title or a national vocational qualification above the third level, and have more than 2 years of vocational education and training experience.

(2) Teaching administrators: Schools with less than 500 students should be equipped with 2-5 teaching administrators, and schools with more than 500 students should match the school size. Teaching management personnel should have college degree or above, intermediate title or national vocational qualification level 3 or above, more than 2 years working experience in vocational education and training, and have rich teaching management experience.

(3) Vocational guidance personnel: relevant personnel with vocational guidance and employment service qualifications shall be provided.

(4) financial management personnel: should have the qualification certificate of accounting personnel.

4. School teaching staff: full-time and part-time teachers with reasonable structure should be equipped. The teacher-student ratio is generally 1:20-25, and full-time teachers should not be less than 1/4 of the total number of teachers. Teachers must hold teacher qualification certificates and obtain corresponding professional qualification certificates.

Bidding conditions

1. School nature: Private vocational training schools are an important part of China's education and belong to public welfare undertakings.

2. Application acceptance department: the administrative department of labor security at or above the county level where the organizer is located.

3. Scope of acceptance: social organizations or individual citizens other than state institutions apply for local private vocational training schools that implement vocational qualifications and vocational skills training with non-state financial funds for the society.

Treatment process

1. Application: The organizer submits the application materials to the Adult Education Department of the Education Bureau.

2. Acceptance: The application materials are complete and valid, and shall be accepted.

3. Preliminary examination: the examination and approval personnel conduct preliminary examination and submit preliminary examination opinions.

4. Evaluation: The evaluation team of the education and training institutions of the Education Bureau applied for on-the-spot evaluation of the school-running conditions and put forward opinions.

5. Examination and approval: The examination and approval authority shall, according to the establishment standards, opinions and local education development plan, make a decision of approval or disapproval within 3 months from the date of acceptance, and notify the applicant.

(4) Having corresponding funds.

The establishment, alteration and termination of vocational schools and vocational training institutions shall be carried out in accordance with relevant state regulations.
