Responsible for the organization setup and personnel management of organs and directly affiliated units; Planning and guiding the construction of teachers and education administrative cadres in the province; To guide the reform of the personnel system of the education system and be responsible for the evaluation and appointment of professional and technical positions of teachers in institutions of higher learning, secondary vocational schools and ordinary primary and secondary schools according to regulations; Guide the construction of talent team in the education system; To guide the training of primary and secondary school teachers and principals; To guide the implementation of the teacher qualification system in the whole province and undertake the work of teacher qualification identification in colleges and universities; Guide the construction of teachers' morality and style in the education system; To undertake the specific work of teachers' commendation and awards and the selection of special-grade teachers.
(5) Finance Department
To undertake the preparation of the draft budget and final accounts of the provincial education department and the specific work of the management of provincial education funds in accordance with the regulations; Participate in the formulation of relevant policies on education funds, and make statistics and supervision on the investment and implementation of education funds in the whole province; To undertake the management of education grants, education donations and education loans at home and abroad; Participate in the fund management of rural compulsory education fund guarantee mechanism; To guide and supervise the state-owned assets management and financial management of the subordinate units of the office; To undertake the financial management of the office.
(6) Department of Basic Education
To undertake the overall guidance of compulsory education; To guide and manage the general high school education, preschool education, minority education, special education and illiteracy eradication in the province; Guide the teaching reform and teaching management of basic education in the whole province, implement the national basic education curriculum plan, establish a teaching quality monitoring system and guide its implementation, and standardize the school-running behavior of primary and secondary schools; Promote the standardization of compulsory education; Formulate policies for the management of primary and secondary schools to guide the management of primary and secondary schools in the province; Overall management of primary and secondary school teaching books, responsible for the compilation and examination and approval management of local curriculum materials, and compiling the catalogue of primary and secondary school teaching books; Guide the informationization of primary and secondary education, libraries and laboratory equipment; Guide moral education in primary and secondary schools; To undertake the school roll management and teaching management of primary and secondary schools under the Department; Guide and manage the basic academic examinations of ordinary high school students in the province.

To guide the teaching reform, teaching management and related examinations of higher education; To guide the discipline construction and professional structure adjustment of colleges and universities; Planning and guiding the construction of colleges and universities in conjunction with relevant departments, and organizing the implementation of relevant key construction projects; To guide and organize the evaluation of educational quality and teaching work in colleges and universities; To guide the construction of libraries, laboratories, training bases and teaching materials in colleges and universities; Guide all kinds of higher continuing education and distance education; Guide and manage postgraduate training and discipline construction. To undertake the daily work of the provincial academic degree committee.
(9) Science and Technology Department
To plan and guide the research work of philosophy, social sciences and natural sciences in institutions of higher learning; Organize colleges and universities to declare major scientific research projects at or above the provincial level and guide their implementation; To guide the development and construction of scientific and technological innovation platforms in colleges and universities, the integration of Industry-University-Research and the protection of intellectual property rights; Guide the popularization of scientific knowledge in schools; Coordinate the work of education informatization and guide the construction and management of provincial education network informatization platform.
(10) Department of Sports Health and Art Education
To guide physical education, health education, art education and national defense education in schools of all levels and types; Organize and coordinate school sports and art competitions and performances in the province, and organize and participate in relevant national sports competitions and art exchange activities; In conjunction with the provincial health department to guide the prevention and control of school students' diseases; In conjunction with relevant departments to guide the school food hygiene and safety work; Cooperate with the provincial conscription office to carry out the recruitment of students in school.
(1 1) Office of Foreign Cooperation
To guide the international cooperation and exchange of education in the whole province and with Hong Kong, Macao and Taiwan; To undertake the management of studying abroad in the education system of the whole province; Coordinate and guide the management of foreign teachers (foreign cultural and educational experts) and international students in China in the education system; Overall management of Sino-foreign (domestic and foreign) cooperation in running schools in the province; In conjunction with the Provincial Public Security Department, the Provincial Administration for Industry and Commerce and other departments to supervise and manage the intermediary service institutions for studying abroad at their own expense; To undertake the management of the international education exhibition held in Fujian; Plan and guide the international promotion of Chinese.
