I. General requirements

More than 50% of the provincial demonstration public ordinary high school enrollment plan is reasonably allocated to junior high schools in the service area, and appropriately tilted to weak junior high schools, rural junior high schools and public junior high schools.

(1) The proportion of students attending schools directly under the municipal government (referring to Shishi Middle School, Chengdu No.7 Middle School and Shude Middle School, the same below) is 50% of the unified enrollment plan in "5+2" areas (referring to Sichuan Tianfu New District, Chengdu High-tech Zone, Jinjiang District, Qingyang District, jinniu district, Wuhou District and chenghua district). Each district (city) county is a provincial model ordinary high school, and the proportion of students in the school is not less than 50% of the unified enrollment plan of the school in this enrollment area.

(II) The master plan of students in the central city (Tianfu New District, Chengdu High-tech Zone, Jinjiang District, Qingyang District, jinniu district, Wuhou District, chenghua district, Longquanyi District, qingbaijiang district, Xindu District, Wenjiang District, Shuangliu District and Pidu District, the same below) is determined by the Chengdu Education Bureau according to the enrollment plan of provincial-level demonstration ordinary senior middle schools in the central city, and then it is distributed to all districts.

(3) The master plan for enrollment of other regional indicators is determined and issued by Chengdu Education Bureau according to the enrollment plan of local provincial model ordinary high schools.

Three. Classification and distribution range of indicators

Classification of indicators

The index categories of central city include: art and sports index, high-level talent children index, municipal unified recruitment index and regional index. The remaining enrollment areas are implemented with reference to the central city approach.

Among them: Longquanyi District, qingbaijiang district, Xindu District, Wenjiang District, Shuangliu District and Pidu District allocate places according to the application of the education administrative departments of each district; The "5+2" area is allocated by Chengdu Education Bureau according to regulations.

2. This district is a provincial model ordinary high school.

The indicators of provincial demonstration ordinary high schools in each district are regional indicators. 50% of the enrollment plans of each school in this enrollment area is taken as a regional indicator to achieve the student plan and be evenly distributed in the administrative area where the school is located.

Fourth, the allocation principle of indicators

All kinds of indicators in the central city are allocated according to the following principles, and the remaining enrollment areas are implemented with reference to the central city measures.

(A) the distribution principle of municipal unified indicators

1."5+2" regional and municipal unified indicators are uniformly distributed by Chengdu Education Bureau. Chengdu Education Bureau distributes all junior high schools in all districts (including municipal and district public junior high schools and municipal and district public senior high schools, the same below) on the basis of students who meet the basic requirements for admission. 2. Five, the basic conditions of school students.

(4) Students should complete the comprehensive quality evaluation record as required.

Six, indicators issued to school students production procedures and the use of free places.

The procedures for the generation of student source indicators and the use of vacant places in central cities are as follows, and the remaining enrollment areas are implemented with reference to the central city approach.

(A) school students production process indicators

1. Develop a recommendation method

The education administrative departments of all districts should conscientiously implement the Opinions on Further Reducing Students' Homework Burden and Off-campus Training Burden issued by the General Office of the State Council and the General Office of the Central Committee of the CPC and the Notice of the General Office of the Ministry of Education on Strengthening the Examination Management of Compulsory Education Schools. Combined with the requirements of "comprehensive quality evaluation of high school enrollment model" and "except for junior high school level examination, no selective examination linked to further education shall be organized", according to the work requirements of provincial and municipal education administrative departments, specific work methods for local student source indicators shall be formulated and reported to Chengdu Education Bureau for approval and filing before implementation. Each junior middle school should formulate its own student production measures according to the work requirements of its superiors, and report them to the local education administrative department for approval before implementation.

District (city) county education administrative departments and junior high schools must focus on the evaluation results of students' comprehensive quality when formulating student recommendation programs. Recommend to students with comprehensive quality evaluation as the index, and adhere to the following principles:

(1) moral education. Give priority to the outstanding performance of practicing socialist core values and winning awards at or above the municipal level, and do not recommend serious violations of middle school students' code of conduct, school rules and regulations, exam fraud and school bullying behavior;

(2) intellectual education. Considering the students' academic achievements in junior high school for three years, we should avoid using diagnostic test results as the recommendation standard.

(3) sports. Based on the performance of students in physical education class and during physical education classes, those who do not participate in physical exercise without justifiable reasons are not recommended.

(4) Aesthetic education. Based on the performance of students in aesthetic education, those who do not participate in aesthetic education classes and other aesthetic education activities that every student needs to participate in without justifiable reasons shall not be recommended.

(5) Labor education. Students' labor consciousness, labor habits, labor ability and other aspects of performance. Should be used as a basis for recommendation, with the "labor medal" and "labor expert" award-winning records at or above the municipal level, and those who do not participate in labor education without justifiable reasons may not be recommended.

(6) Students fail to complete the realistic record of comprehensive quality evaluation as required, which leads to the inability to provide proof materials of all-round development of morality, intelligence, physique, aesthetics and labor, and shall not be used as the recommended index for students arriving at school.

In the process of implementing the target-to-school student policy in all districts and junior high schools, the number of target-to-school students should be used throughout the school and not allocated to classes.

Various indicators are applied by junior high schools and education administrative departments to students' online declaration and online audit. The online audit is conducted on the "background management system of Chengdu recruitment examination (senior high school entrance examination)" (website: zkgl.cdzk.org).

(B) the use of vacant places

After the promulgation and implementation of municipal unified indicators, the indicators that were vacant because of students' abandonment were taken back by Chengdu Education Bureau to recruit students who volunteered to fill in the report.

After the promulgation and implementation of the regional indicators, the places vacant due to students' abandonment of the examination will be transferred and used in the region. If it has not been completed, the Chengdu Municipal Education Bureau will take back the "5+2" regional school index to recruit students who fill in their volunteers; Schools in Longquanyi District, qingbaijiang district, Xindu District, Wenjiang District, Shuangliu District and Pidu District were taken back by the local education administrative departments for recruiting students who volunteered.

Seven, the admission index of students.

All students who arrive at the school are required to sign up for the senior high school entrance examination and complete the physical education examination, physical and chemical experiment operation examination and junior high school graduation examination (the junior high school graduation examination for five subjects of Chinese, mathematics, English, physics and chemistry for regional index students is proposed by the junior high school graduation school itself). The central city is admitted according to the following methods, and the rest of the enrollment areas are implemented with reference to the central city.

(A) the score requirements of municipal unified index students

All students within the municipal unified recruitment index are required to take the senior high school entrance examination, and the score of the senior high school entrance examination (excluding characteristic points) is not lower than that of the "5+2" regional provincial model ordinary high school, and the voluntary guidance line is filled in before admission.

(b) Acceptance and use of remaining indicators

Eligible students go through the admission procedures in the first batch, and those who are admitted will no longer participate in the admission of various batches and categories in the future. Eight, indicators should be publicized and assessed for students.

On the official website of Chengdu Education Examinations Institute, the number of municipal unified indicators (including high school names and places) allocated to junior high schools in the "5+2" area and to Longquanyi District, qingbaijiang district, Xindu District, Wenjiang District, Shuangliu District and Pidu District will be publicized. The administrative department of education in the central city should also publicize the number of municipal unified indicators and regional indicators allocated to all junior high schools in the region (including the name of high school, indicator type and number of places) in official website. Each junior high school should publicize the municipal unified indicators and regional indicators allocated by the school in the school and the graduating class (including the name of the high school, the type of indicators and the number of places).

2. Publicity operation method

At the official website of Chengdu Education Examinations Institute, the city's index operation methods for students were publicized. The education administrative department of the central city should also publicize the operation methods of the indicators in this area to the students on the official website of the education administrative department in this area. Each junior high school should publicize the operation method of the school's indicators to the students at school.

3. Publish the recommendation process and results.

Each junior high school should post a list of all students who meet the basic requirements of the school and the results (including the names of students, the corresponding high schools and the list of students who meet the conditions but voluntarily give up) in the school and the graduating class.

4. The publicity period is not less than 5 working days.

5. After the student qualification is determined, the indicators shall not be reported to other schools in principle and shall not be admitted to other schools.

(2) Evaluation

Chengdu Education Bureau will assess the work of students in all districts (cities) and counties, and the education administrative departments of all districts (cities) and counties will report the distribution of indicators of provincial model ordinary high schools to the Municipal Education Bureau before September of that year/KLOC-0. The education administrative departments of all districts (cities) and counties should also conduct corresponding assessments on the work of junior high schools in the region. At the same time, the Chengdu Education Bureau will also track the indicators generated by junior high schools in the central city and severely investigate and deal with high schools and junior high schools that violate the rules.

Nine, art and sports indicators and school indicators operating methods

(B) school indicators operating methods

Municipal demonstration ordinary high schools and ordinary high schools can enroll students in schools according to their own conditions. The index students in the school account for the unified enrollment plan of the school, but they cannot exceed 30% of the unified enrollment plan of the school in this enrollment area. Basic conditions, production procedures, admission methods and publicity, etc. The index students in the school are the same as the regional index students in the provincial demonstration ordinary high school, and the qualified junior high school graduates in the school are limited. The plan shall be submitted by each school to the district (city) and county education administrative department for review. The central city shall be uniformly promulgated and implemented by the education administrative department of each district after being reported to Chengdu Education Examinations Institute for examination, and other enrollment areas shall be uniformly promulgated and implemented by the local education administrative department.

Ten, private school students index to school operation method

(a) private junior high schools to apply for municipal unified indicators, regional indicators.

Private schools (junior high schools) need to enjoy the unified indicators and regional indicators of provincial model ordinary high schools and municipal levels, and shall apply. "5+2" regional private schools should submit a written application to the local education administrative department within the specified time, and the district education administrative department will summarize and sign the opinions, report them to Chengdu Education Bureau for review, and make overall arrangements when allocating indicators; Private schools in other enrollment areas shall submit a written application to the local education administrative department within the specified time, which shall be audited by the local education administrative department and make overall arrangements when allocating indicators.

Private schools (junior high schools) are completely consistent with public schools in terms of basic conditions, production procedures, methods of using vacant places, admission methods, publicity and assessment of municipal unified indicators and regional indicators.

(two) private schools to apply for admission of students.

1. Admission qualification

According to the progress of classified registration reform of private schools, during 2022-2023, private schools will implement transitional management to recruit school-based index students. Private schools that have completed compulsory education in senior high school (including 12 years) and those that have enrolled school-based index students before 2020 can submit written applications within the specified time, and the central city can recruit school-based index students after being signed by the district education administrative department and reported to Chengdu Education Bureau for approval. Other enrollment areas should submit a written application to the local education administrative department within the specified time, and can recruit the school's index students after approval.

2. Basic conditions

Private schools (high school graduates) have the same conditions as public schools in principle. Students in the enrollment area where the school is located can participate in the recommendation of the school's index students.

3. Others

All index students in private schools must sign up for the senior high school entrance examination and complete the physical education examination, physical and chemical experiment operation examination and junior high school graduation examination (junior high school graduation Chinese, mathematics, English, physics and chemistry examinations are put forward by the school itself).

The production procedures and publicity methods of private school students refer to the implementation of public high school students. Eligible school students go through the admission procedures in the first batch, and the admitted students will no longer participate in the admission of various batches and categories in the future.

(1) Chengdu East New District applies for municipal unified indicators.

The education administrative department of Chengdu East New District may apply, and the Chengdu Education Bureau will make overall arrangements for the municipal unified indicators to be distributed to Chengdu East New District. The distribution shall be made by the education administrative department of the East New District of Chengdu in principle within its jurisdiction, and the distribution plan shall be implemented after being approved by the Chengdu Education Bureau.

After the registration of the senior high school entrance examination, all districts should organize junior high schools to conduct a preliminary examination on whether all students meet the basic requirements of our school. The results of the preliminary examination shall be examined and confirmed by the district education administrative department, publicized in schools and classes, and reported to Chengdu Education Bureau.

(3) Recommend the indicators of students' discipline requirements to the school.

Adhere to the principle of voluntariness. The selection and distribution of indicators should be based on the principle of students' voluntariness, and no school may force students to apply for indicators or give up indicators under any pretext.

Work on time. All districts (cities) and counties, schools (including public and private schools) should carry out this work in accordance with the unified time, requirements and procedures, and formulate indicators to select students as required, and report to the competent education administrative department for approval before starting. It is not allowed to determine the quota in advance or in violation of regulations. It is not allowed to change the student status of junior high school students in advance in the name of enrollment, and it is not allowed to organize selection examinations in violation of regulations.

Standardize the declaration process. All kinds of indicators should be declared online according to the regulations, and the junior high school and education administrative departments should conduct online audit; Both the school and the students (legal guardians) must strictly abide by the agreement, otherwise the breaching party will bear the consequences. It is invalid for a high school to recruit students who have been admitted by other schools without authorization.

This notice shall come into force as of the date of issuance. If there is no policy change, the provisions of this document will be implemented in principle from 2022 to 2024, and the Notice on Seriously Doing a Good Job in Enrollment of Senior High Schools in Chengdu (Wei [2021] No.3) will no longer be implemented.
