"Regulations on Fire Safety Management in Colleges and Universities" was deliberated and adopted at the 20th ministerial meeting of the Ministry of Education on July 3rd, 2009, and approved by the Ministry of Public Security. It is hereby promulgated and shall come into force as of June 20 10+ 1 year.

Provisions on fire safety management in colleges and universities
Chapter I General Principles
Article 1 In order to strengthen and standardize the management of fire safety in colleges and universities, prevent and reduce fire hazards, and ensure the safety of life and property of teachers, students and staff and the safety of school property, these Provisions are formulated in accordance with the Fire Protection Law, the Higher Education Law and other laws and regulations.
Article 2 These Provisions shall apply to the fire safety management of ordinary colleges and adult colleges and universities (hereinafter referred to as schools).
The fire safety management of other units of the school shall be implemented in accordance with the relevant provisions of these Provisions.
Article 3 Fire safety work in schools shall abide by fire laws, regulations and rules, implement the policy of putting prevention first and combining fire prevention with fire prevention, perform fire safety duties and ensure fire safety.
Article 4 Schools shall implement the fire safety responsibility system step by step and the post fire safety responsibility system, define the fire safety responsibilities step by step and post by post, and determine the persons responsible for fire safety at all levels and posts.
Fifth schools should carry out fire safety education and training, strengthen fire drills, and improve the fire safety awareness and self-help and escape skills of teachers and students.
Article 6 All units, teachers and students of the school shall fulfill their obligations of protecting fire control facilities, preventing fires, reporting fires and putting out initial fires according to law.
Article 7 The education administrative department shall perform the management duties of fire safety work in colleges and universities according to law, inspect, guide and supervise the fire safety work in colleges and universities, and urge colleges and universities to establish, improve and implement the fire safety responsibility system and fire safety management system.
The public security organ shall perform the duties of supervision and management of fire safety work in colleges and universities according to law, strengthen fire supervision and inspection, and guide and supervise the fire safety work in colleges and universities.
Chapter II Fire Safety Responsibility
Article 8 The legal representative of a school is the person in charge of school fire safety, who is fully responsible for the school fire safety work and performs the following fire safety duties:
(a) the implementation of fire laws, regulations and rules, approved the implementation of school fire safety responsibility system, school fire safety management system;
(two) to approve the annual fire safety work plan and annual budget, and hold regular school fire safety work meetings;
(3) Providing financial guarantee and organizational guarantee for fire safety;
(four) supervise and urge to carry out fire safety inspection and rectification of major fire hazards, and deal with major issues involving fire safety in a timely manner;
(five) the establishment of volunteer fire brigades and other forms of fire control organizations in accordance with the law, to carry out mass self-defense and self-help work;
(six) signed a letter of responsibility for fire safety with the person in charge of the secondary unit of the school;
(seven) to organize the formulation of fire fighting and emergency evacuation plans;
(eight) to promote fire scientific research and technological innovation;
(nine) other fire safety duties as prescribed by laws and regulations.
Article 9 The school leader in charge of school fire safety is the school fire safety administrator, who assists the legal representative of the school in charge of fire safety work and performs the following fire safety duties:
(a) to organize the formulation of the school fire safety management system, and to organize, implement and coordinate the fire safety work of all units in the school;
(two) to organize the formulation of the annual work plan for fire safety;
(three) to review the annual budget of fire safety work;
(four) to organize the implementation of fire safety inspection and rectification of fire hazards;
(five) to supervise the implementation of the maintenance, repair and testing of fire control facilities and equipment, to ensure that they are in good condition and effective, and to ensure the smooth passage of evacuation routes, safety exits and fire engines;
(six) the organization and management of volunteer fire brigade and other fire control organizations;
(seven) to organize the publicity, education and training of fire knowledge and skills of teachers and students, and to organize the implementation and drills of fire fighting and emergency evacuation plans;
(eight) to assist the school fire safety responsible person to do other fire safety work.
Other school leaders are responsible for the leadership, supervision, inspection, education and management of fire control work within the scope of their duties.
Article 10 Schools must set up or clearly define the institutions responsible for daily fire safety work (hereinafter referred to as school fire control institutions), and be equipped with full-time fire management personnel to perform the following fire safety duties:
(a) to formulate the school fire safety annual work plan and annual budget, formulate the school fire safety responsibility system, fire fighting and emergency evacuation plans and other fire safety management systems, and report them to the school fire safety director for approval before implementation;
(two) to supervise and inspect the implementation of the responsibility system for fire safety in all units of the school;
(three) to supervise and inspect the use and management of fire control facilities, equipment and equipment, as well as the operation of fire control infrastructure, and organize regular inspection, testing and maintenance;
(four) to determine the key units (parts) of school fire safety and supervise and guide them to do a good job in fire safety;
(five) to supervise and inspect the relevant units to do a good job in the storage, use and management of inflammable and explosive dangerous goods, and to approve the use of open flames by all units of the school;
(six) to carry out fire safety education and training, organize fire drills, popularize fire knowledge, improve the fire safety awareness of teachers and students, and master the initial fire fighting and self-help and escape skills;
(seven) regular training of fire fighting knowledge and skills for volunteer fire brigades and other fire fighting organizations;
(eight) to promote the technical prevention of fire safety and do a good job in the training of technical prevention personnel;
(9) Accepting the on-campus filing and examination of new construction, expansion, alteration and decoration projects and public gathering places put into use by other units stationed in the school, urging them to declare to the fire control institutions of public security organs, assisting the fire control institutions of public security organs to conduct fire control design review, fire control acceptance or filing of construction projects, and conducting fire control safety inspection of public gathering places put into use before opening;
(ten) to establish and improve the school fire work files and fire safety hidden danger ledger;
(eleven) report the relevant information and data according to the work requirements;
(twelve) to assist the fire control institutions of public security organs in investigating and handling fire accidents, and to assist the relevant departments in handling and dealing with fire accidents.
Eleventh secondary school units and other units stationed in the school shall perform the following fire safety duties:
(a) the implementation of the school's fire safety management regulations, combined with the actual development and implementation of the unit's fire safety system and fire safety operating procedures;
(two) the establishment of the unit's fire safety responsibility assessment, reward and punishment system;
(three) to carry out regular fire safety education, training and drills;
(four) regular fire inspection, inspection records, timely eliminate fire hazards;
(five) according to the provisions of the allocation of fire control facilities, equipment and ensure that they are in good condition and effective;
(six) set up safety evacuation signs and emergency lighting facilities according to regulations, and ensure the smooth evacuation routes and exits;
(seven) the fire control room is equipped with fire personnel on duty, and the duties of duty posts are formulated, and supervision and inspection are done well;
(eight) new construction, expansion, renovation and renovation projects reported to the school fire control institutions for the record;
(nine) failing to deal with the fire accident according to the prescribed procedures and measures;
(ten) other fire safety duties as stipulated by the school.
Article 12 The principal responsible persons of all units in the school are the persons in charge of fire safety of their own units, and the principal responsible persons of other units in the school are the persons in charge of fire safety of their own units, and they are responsible for the fire safety work of their own units.
Thirteenth in addition to the provisions of article eleventh, the student dormitory management department shall also perform the following safety management duties:

Chapter III Fire Safety Management
Fourteenth schools should list the following units (parts) as key units (parts) of school fire safety:
(a) student dormitories, canteens (canteens), teaching buildings, school hospitals, stadiums (gymnasiums), auditoriums (conference centers), supermarkets (markets), hotels (guest houses), nurseries, kindergartens and other crowded cultural and sports activities and public entertainment places;
(two) the school network, radio stations, television stations and other media departments and postal services, communications, finance and other units stationed in the school;
(three) garages, oil depots, gas stations and other parts;
(4) Libraries, exhibition halls, archives, museums, cultural relics and ancient buildings;
(five) water supply, power supply, gas supply, heating and other systems;
(6) Production, filling, storage, supply and use of inflammable and explosive dangerous chemicals;
(7) laboratories, computer rooms, audio-visual education centers and parts that undertake national key scientific research projects or are equipped with advanced precision instruments and equipment, monitoring centers and fire control centers;
(eight) the key departments and parts of school secrecy;
(nine) high-rise buildings and basements and semi-basements;
(ten) the construction site and temporary buildings where people live;
(eleven) other units (parts) that may have a fire, which may cause heavy casualties or property losses in the event of a fire.
The competent departments of key units and key parts shall perform the duties of fire safety management in accordance with relevant laws and regulations and these Provisions, set fire signs and implement strict fire safety management.
Article 15 When holding large-scale activities and exhibitions such as literature and art, sports, assembly, enrollment, employment consultation, etc. in the school, the organizer shall designate a special person to be responsible for fire safety work, clarify and implement fire safety responsibilities and measures, ensure that fire-fighting facilities and fire-fighting equipment are fully equipped, intact and effective, ensure that evacuation passages, safety exits, evacuation signs, emergency lighting and fire truck passages meet fire-fighting technical standards and management regulations, formulate fire-fighting and emergency evacuation plans and organize drills, and can only be carried out after passing the on-site inspection by the school fire department.
According to the law, it should be reported to the relevant departments of the local people's government for approval, and it can only be held after the approval of the relevant departments.
Article 16 Schools shall, in accordance with the relevant provisions of the State, allocate fire-fighting facilities and equipment, set fire safety evacuation signs and emergency lighting facilities, and organize annual inspection and maintenance to ensure that fire-fighting facilities and equipment are in good condition and effective.
Schools should ensure the smooth flow of evacuation routes, safety exits and fire engines.
Seventeenth schools to carry out new construction, renovation, expansion, decoration, decoration and other activities, must strictly implement the fire laws and regulations and the national technical standards for fire protection in engineering construction, and go through the fire design audit, fire acceptance or filing procedures according to law. School fire control institutions shall participate in the bidding and acceptance of all kinds of fire control facilities in schools and all units stationed in schools.
The construction unit is responsible for the fire safety of the construction site and accepts the supervision and inspection of the school fire control institution. After the completion, the relevant drawings, materials and documents of the construction project shall be reported to the school archives institutions and fire control institutions for the record.
Eighteenth basements, semi basements and buildings used for production, management and storage of inflammable, explosive, toxic and harmful dangerous goods shall not be used as student dormitories.
Where the place where other articles are produced, managed and stored is located in the same building as the student dormitory, it shall conform to the national technical standards for fire control of engineering buildings.
In student dormitories, classrooms, auditoriums and other crowded places, illegal use of high-power electrical appliances is prohibited, and obstacles affecting escape and fire fighting and rescue are not allowed to be set on doors, windows and balconies.
Nineteenth the use of underground space to open public places of activity should comply with the relevant provisions of the state, and report to the school fire control institutions for the record.
Twentieth school fire control room should be equipped with full-time duty personnel, certificates.
The fire control room shall not be used for other purposes.
Twenty-first schools to buy, store, use and destroy inflammable and explosive dangerous goods, should strictly manage and standardize operations in accordance with the relevant provisions of the state, and formulate emergency plans and preventive measures.
School management and operation of inflammable, explosive and other dangerous goods personnel must be trained and certified.
Twenty-second schools should implement strict fire safety management for the use of open flames. It is forbidden to smoke and use naked flames in places where there is a danger of fire and explosion; If it is really necessary to carry out open flame operations such as electricity and gas welding due to special reasons, hot work units and personnel shall apply to the school fire department for examination and approval, implement the on-site guardian, and take corresponding fire safety measures. Operators shall abide by fire safety regulations.
Twenty-third school rental housing, the parties shall sign a housing lease contract, clear responsibility for fire safety. The lessor is responsible for the fire safety management of the leased house. The management unit authorized by the school shall strengthen supervision and inspection.
The fire safety management of migrant workers is the responsibility of the employer where the school is located.
Twenty-fourth in case of fire, the school should call the police in time, and immediately start the emergency plan, quickly put out the initial fire and evacuate people in time.
The school shall report to the local education administrative department within two hours after the fire accident. Many fires were reported to the Ministry of Education at the same time.
After the fire is put out, the accident unit shall protect the scene, accept the accident investigation, assist the fire department of the public security organ to investigate the cause of the fire and count the fire losses. Without the consent of the fire department of the public security organ, no one may clean up the fire scene without authorization.
Twenty-fifth schools and their key units should establish and improve fire protection files.
Fire archives shall fully reflect the fire safety and fire safety management, and be updated in a timely manner according to changes in the situation.
Chapter IV Fire Safety Inspection and Rectification
Twenty-sixth schools should conduct fire safety inspection at least once every quarter. The main contents of the inspection include:
(a) fire safety publicity and education and training;
(two) the implementation of the fire safety system and responsibility system;
(three) to establish and improve the archives of fire safety work;
(four) the implementation and record of the unit fire inspection and daily fire inspection;
(five) the implementation of fire hazards and hidden dangers rectification and preventive measures;
(6) Configuration, intact and effective conditions of fire control facilities and equipment;
(seven) to formulate fire fighting and emergency evacuation plans and organize fire drills;
(eight) other contents that need to be checked.
Twenty-seventh school fire safety inspection shall fill in the inspection record, and the inspector, the person in charge of the inspected unit or the relevant personnel shall sign the inspection record. If a fire hazard is found, the Notice of Fire Hazard Rectification shall be filled in in time.
Twenty-eighth units in the school should conduct fire inspection at least once a month. The main contents of the inspection include:
(a) the rectification of fire hazards and hidden dangers and the implementation of preventive measures;
(2) Information on evacuation routes, evacuation signs, emergency lighting and safety exits;
(three) the situation of fire truck passage and fire water source;
(four) the configuration and effectiveness of fire control facilities and equipment;
(five) the establishment of fire safety signs and its intact and effective situation;
(six) illegal use of fire and electricity;
(seven) knowledge of key types of workers and other employees;
(eight) the management of key units (parts) of fire safety;
(nine) the implementation of fire and explosion prevention measures for inflammable and explosive dangerous goods and places and the fire safety of other important materials;
(ten) fire (control room) on duty and facilities, equipment operation, records;
(eleven) the implementation and record of fire inspection;
(twelve) other contents that need to be checked.
Fire prevention inspection should fill in inspection records. The inspectors and the person in charge of the inspected department shall sign the inspection records.
Twenty-ninth school fire safety key units (parts) should conduct daily fire inspections, and determine the personnel, content, parts and frequency of inspections. Other units may organize fire prevention inspection as required. The contents of the inspection mainly include:
(a) illegal use of fire and electricity;
(two) whether the safety exits and evacuation passages are unblocked, and whether the safety evacuation signs and emergency lighting are in good condition;
(three) whether the fire control facilities, equipment and fire safety signs are in place and complete;
(four) whether the normally closed fire door is closed, and whether the articles stacked under the fire shutter affect the use;
(5) On-the-job situation of personnel in key fire safety positions;
(six) other fire safety situation.
Schools, hospitals, student dormitories, public classrooms, laboratories, cultural relics and ancient buildings should strengthen fire inspection at night.
Fire patrol personnel shall promptly correct fire violations and properly handle fire hazards. If they cannot be disposed of on the spot, they shall report immediately. When the first fire is found, it should immediately call the police, inform people to evacuate and put out the fire in time.
Fire inspection shall fill in the inspection records, and the inspectors and their supervisors shall sign the inspection records.
Thirtieth of the following acts in violation of fire safety regulations, inspection and inspection personnel shall instruct the relevant personnel to correct and supervise the implementation:
(a) the configuration and setting of fire control facilities, equipment or fire safety signs do not meet the national standards and industry standards, or are not kept in good condition and effective;
(two) damage, misappropriation or unauthorized removal, stop using fire control facilities and equipment;
(3) occupying, blocking or sealing fire exits and exits;
(four) burying, occupying, blocking the fire hydrant or occupying the fire prevention space;
(five) occupy, block or close the passage of fire engines, which hinders the passage of fire engines;
(six) in crowded places, obstacles affecting escape and fire fighting and rescue are set on doors and windows;
(seven) the normally closed fire door is in the open state, and the articles stacked under the fire shutter affect the use;
(eight) illegal entry into places such as the production and storage of inflammable and explosive dangerous goods;
(nine) illegal use of open flame operation or smoking in places with fire and explosion danger, using open flame and other violations of the ban;
(ten) the management of fire control facilities, the personnel on duty and the fire inspection personnel leave their posts;
(eleven) after being notified by the fire department of the public security organ, failing to take timely measures to eliminate fire hazards;
(twelve) other acts in violation of fire safety management regulations.
Thirty-first schools should promptly check and eliminate all kinds of fire hazards pointed out by the administrative departments of education, fire control institutions of public security organs and police stations.
The school shall make rectification within a time limit for fire hazards ordered by fire control institutions of public security organs and police stations.
Article 32 For fire hazards that cannot be eliminated in time, hidden danger units shall report to the fire safety leaders or leaders in charge of fire safety in schools and related units in time, put forward rectification plans, determine rectification measures, time limit, departments and personnel responsible for rectification, and implement rectification funds.
If the fire hazard has not been eliminated, the hidden danger unit shall implement preventive measures to ensure fire safety. Where a fire may be caused at any time or personal safety will be seriously endangered in case of a fire, the dangerous parts shall be shut down or closed for rectification.
Thirty-third for the school is unable to solve the major fire hazards related to urban planning and layout, the school should promptly report to its superior competent department or the local people's government.
Article 34 After the rectification of fire hazards is completed, the rectification unit shall submit the rectification record to the corresponding person in charge of fire safety work or the leader in charge of fire safety work for signature and confirmation, and then file it for future reference.
Chapter V Fire Safety Education and Training
Thirty-fifth schools should incorporate fire safety education and training for teachers and students into the school's annual fire safety work plan.
The main contents of fire safety education and training include:
(a) the national fire control policies, fire laws and regulations;
(two) the unit, the post of fire risk, fire prevention knowledge and measures;
(three) the performance of fire fighting facilities and the use of fire fighting equipment;
(four) the skills of reporting fires, fighting initial fires and self-help and mutual rescue;
(5) Methods of organizing and guiding the evacuation of the personnel present.
Thirty-sixth schools should take the following measures to educate students on fire safety, so that they can understand the knowledge of fire prevention and fire fighting, and master the methods of alarm, fire fighting, self-help and escape.
(a) to carry out students' self-help, escape and other fire safety common sense simulation drills, and organize at least one student fire drill every academic year;
(two) according to the needs of fire safety education, fire safety knowledge into the teaching and training content;
(three) for each freshman not less than 4 hours of fire safety education and training;
(4) Provide necessary safety skills and operating procedures training for students entering the laboratory;
(five) hold a special lecture on fire safety at least once a year, and set up a column on fire safety education in the campus network, radio and newspapers.
Thirty-seventh secondary school units should organize new employees and new employees to carry out pre-job fire safety training.
Key units (parts) of fire safety shall conduct fire safety training for employees at least once a year.
Thirty-eighth the following personnel shall receive fire safety training according to law:
(a) the school and secondary units responsible for fire safety, fire safety manager;
(two) full-time fire management personnel, student dormitory management personnel;
(3) the fire control room on duty and operating personnel;
(four) other personnel who should receive fire safety training in accordance with the regulations.
The personnel mentioned in item (3) of the preceding paragraph must hold relevant certificates.
Chapter VI Fire Fighting and Emergency Evacuation Plans and Exercises
Thirty-ninth schools, secondary units and key fire safety units (parts) shall formulate corresponding fire fighting and emergency evacuation plans, establish emergency response and disposal mechanisms, and provide personnel and equipment for fire fighting and emergency rescue work.
The fire fighting and emergency evacuation plan shall include the following contents:
(1) Organization: Command and Coordination Group, Fire Fighting Action Group, Communication Liaison Group, Evacuation Guidance Group and Safety Protection and Rescue Group;
(2) Alarm and alarm handling procedures;
(3) Organizational procedures and measures for emergency evacuation;
(four) procedures and measures to put out the initial fire;
(5) Procedures and measures for communication, safety protection and rescue.
(six) other contents that need to be clarified.
Article 40 The school laboratory shall formulate an emergency plan for emergencies, and report the types, properties, quantities, dangers and countermeasures of biological, chemical, flammable and explosive substances involved in the emergency plan, as well as the names, places of origin and reserves of drugs to the school fire control institutions for the record.
Forty-first key units of school fire safety should organize fire drills at least once every six months according to the fire fighting and emergency evacuation plan, and constantly improve the plan according to the actual situation.
Fire drills should be clearly marked, and the personnel within the exercise scope should be informed in advance to avoid accidents.
Chapter VII Fire Fighting Funds
Forty-second schools should include fire control funds in the school's annual budget to ensure the investment of fire control funds and ensure the needs of fire control work.
Forty-third school daily fire funds should be used for school fire equipment, fire fighting and emergency evacuation plan spare facilities and materials configuration, maintenance and update, as well as fire publicity, education and training. , to ensure the normal development of school fire control work.
Article 44 Schools shall allocate special funds for solving fire hazards and maintaining, testing and transforming fire control facilities such as fire water supply pipe network, fire water supply system, fire control system, automatic alarm system, smoke control system, fire control communication system and fire control monitoring system.
Forty-fifth the use of fire funds adhere to the principle of earmarking, overall planning, ensuring key points, and thrift.
No unit or individual may occupy or misappropriate fire control funds.
Chapter VIII Reward and Punishment
Forty-sixth schools should incorporate fire safety work into the school assessment content, and commend and reward units and individuals who have made outstanding achievements in fire safety work.
Forty-seventh for failing to perform fire safety duties according to law, violating the fire safety management system, or misappropriating or damaging fire equipment and facilities in violation of fire safety management regulations, the school shall order it to make rectification within a time limit and give it to informed criticism; The directly responsible person in charge and other directly responsible personnel shall be given warnings and other corresponding punishments according to the seriousness of the case.
Where the preceding paragraph involves civil loss or damage, the relevant responsible units and persons shall bear civil liability according to law.
Article 48 If a school violates the regulations on fire safety management or a major fire breaks out, in addition to being punished in accordance with the provisions of the Fire Protection Law, the administrative department of education shall cancel its qualification of appraising first and evaluating best in that year, and punish the relevant person-in-charge and the responsible person in accordance with the relevant provisions of the state.
Chapter IX Supplementary Provisions
Forty-ninth schools should formulate fire safety management measures in accordance with these regulations and combined with the actual situation of schools.
Fire safety management of other institutions of higher learning other than institutions of higher learning shall be implemented with reference to these provisions.
Article 50 Secondary units of schools mentioned in these Provisions include colleges, departments, departments, institutes and centers.
Article 51 These Provisions shall come into force as of 20 10 10 +65438.
