Special plans for colleges and universities, local special plans and national special plans belong to the three major plans for college entrance examination.

The special plan for colleges and universities is a preferential policy issued by the state in order to better promote educational equity and let more rural students go to colleges and universities. Mainly for remote, poor, ethnic minority areas below the county level (including county-level cities) to recruit studious and excellent rural students, the specific implementation area is determined by the relevant provinces (autonomous regions and municipalities).

The special plan for colleges and universities is undertaken by universities directly under the Ministry of Education and other pilot universities with independent enrollment, and the enrollment plan is not less than 2% of the undergraduate enrollment scale of the school. Colleges and universities affiliated to the central department should give priority to the special plans of colleges and universities for the reduction of special types of enrollment places. The special plan of colleges and universities mainly recruits rural students who are diligent and eager to learn and have excellent grades in high schools below the county level (including county-level cities) in remote, poor and ethnic areas. The specific implementation area shall be determined by the relevant provinces (autonomous regions and municipalities). Candidates and their parents or legal guardians must be rural hukou in the implementation area. Candidates themselves have a local household registration for 3 years or more and have attended a local high school for 3 years and actually attended it.

Enrollment scale
