Realization process

It mainly includes two aspects: organizing recruitment and providing management services for college graduates during their work. There is a detailed workflow for organizing recruitment, that is, before the end of April each year, all localities collect, summarize and report the demand information of grassroots posts such as education, agriculture and health at the township level; Before the end of May each year, according to the recruitment plan issued by various localities, open recruitment shall be conducted by means of assessment or examination; Before the end of July every year, send "three supports and one support" college students to report to the service unit. The "Notice" made detailed provisions on the household registration management, daily management, assessment management, and funding guarantee of the "three supports and one support" college students during their work. For college students who pass the examination after the service expires, the Certificate of College Graduates Serving in Rural Grassroots Units uniformly printed by the Ministry of Personnel will be issued as the basis for enjoying relevant employment preferential policies after the service expires.

Working time limit

The working time is generally 2 years, and a certain living allowance is given during the working period. Self-employment after the expiration of the work period, and enjoy certain preferential policies during the employment period. At present, those who pass the examination after the expiration of service in some areas can be employed, and the cause is implemented in the original post, which is regarded as an open recruitment of personnel by public institutions.

The Ministry of Personnel, together with the Ministry of Education, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Health, the the State Council Poverty Alleviation Office and the Central Committee of the Communist Youth League, set up a national "three supports and one support" work leading group and a work coordination and management office to be responsible for the overall planning, coordination and guidance of this work. Provinces (autonomous regions and municipalities directly under the Central Government) should also set up work leading groups and work coordination management offices composed of personnel, education, finance, agriculture, health, poverty alleviation, youth league committees and other departments, study and formulate specific implementation measures, implement local grassroots service posts, and be responsible for organizing registration, recruitment, auditing, physical examination, training, dispatching and reporting relevant materials.

(2) Recruitment targets and conditions. The recruitment target is mainly the national college graduates, which should meet the following conditions:

1, good political quality, love the socialist motherland and support the party's basic line, principles and policies;

2. Qualified academic performance and corresponding professional knowledge;

3. Have a dedicated, law-abiding and decent style;

4. Good health.

(3) recruitment principles and procedures. Enrollment should adhere to the principle of "openness, equality, competition and merit-based", and a certain proportion of students from poor families should be enrolled. Specific recruitment work can be carried out according to the following procedures:

1, summary plan. Before the end of April each year, the provincial work coordination and management office should collect and summarize the demand information of grassroots posts such as education, agriculture, health and poverty alleviation at the township level, report it to the national "three supports and one support" work coordination and management office, and release it to the society at the same time;

2. Organize recruitment. Before the end of May each year, according to the conscription plan and the actual situation, all localities take the form of examination or examination for conscription;

3. determine the candidate. After examination and physical examination, the provincial work coordination and management office organized the "three supports and one support" college students to sign the "Application for the" three supports and one support "plan for college graduates", and reported the list of "three supports and one support" college students to the national "three supports and one support" work coordination and management office for the record before the end of June each year;

4. Training positions. All localities should organize "three supports and one support" college students to carry out centralized training before taking up their posts. The training content mainly includes the principles and policies of the party and the state on grass-roots work, especially agriculture, education, health and poverty alleviation, the current situation of grass-roots work in this area, the basic situation of the units and posts to be served, and the relevant work and business of the township Communist Youth League.
