First, evaluate the application.

Colleges and universities need to apply to the administrative department of education, including the selection of evaluation types and evaluation time. Colleges and universities affiliated to the central department (including colleges and universities jointly established by ministries and provinces, the same below) apply to the Ministry of Education. Local colleges and universities apply to the local provincial education administrative department. Among them, those who apply to participate in the first type of audit and evaluation shall be recommended by the provincial education administrative department to the Ministry of Education.
