Popularize and strengthen national defense education, carry forward patriotism, and promote national defense construction and socialist spiritual civilization construction. These Regulations are formulated in accordance with the National Defense Law and the Education Law. Adopted on April 28th, 2000/KLOC-0, and shall come into force as of the date of promulgation. Primary schools and junior middle schools should incorporate the content of national defense education into relevant courses, and juvenile military school activities with national defense education as the theme can be carried out if conditions permit. Senior middle schools and schools equivalent to senior middle schools should arrange special national defense education content in relevant courses, and institutions of higher learning should offer corresponding national defense education courses, and can carry out national defense education in the form of combining classroom teaching with military training.

All kinds of educational institutions that undertake the task of training national staff should incorporate national defense education into their training plans and offer corresponding national defense education courses. According to needs, the state sends local and departmental leaders to relevant military academies for training. In order to popularize and strengthen national defense education, carry forward the spirit of patriotism, and promote national defense construction and socialist spiritual civilization construction, this Law is formulated in accordance with the National Defense Law and the Education Law. National defense education is the foundation of building and consolidating national defense and an important way to enhance national cohesion and improve the quality of the whole people. By carrying out national defense education, the state enables citizens to enhance their national defense concepts, master basic national defense knowledge, learn necessary military skills, stimulate patriotic enthusiasm, and consciously fulfill their national defense obligations.

What are the three combinations of national defense education principles stipulated in the National Defense Education Law?

1. National defense education adheres to the principles of universal participation, long-term persistence and practical results, and implements the principles of combining regular education with centralized education, combining universal education with key education, and combining theoretical education with behavioral education. According to different objects, determine and organize the corresponding educational content.

2. All state organs, armed forces, political parties, social organizations, enterprises, institutions and grass-roots mass autonomous organizations shall, according to the actual situation, organize local departments and units to carry out national defense education.

Article 45 Students in ordinary institutions of higher learning must receive basic military training during their school days.

Article 48 The Ministry of Education and the Ministry of National Defense shall be responsible for the military training of students in ordinary institutions of higher learning and ordinary senior middle schools.
