Chapter I General Provisions
Article 1 In order to build a contingent of reserve cadres with great responsibilities, reasonable structure, outstanding young people and great potential, these Provisions are formulated in accordance with the Regulations on the Selection and Appointment of Leading Cadres of the Party and Government, the Regulations on the Work of Leading Cadres of the Party and Government, and the relevant provincial and national regulations on the management of reserve cadres, and in combination with the actual situation of our county.
Second selection of reserve cadres must adhere to the following principles:
(a) the principle of party management of cadres;
(two) the principles of openness, equality, competition and merit;
(three) pay attention to the development potential, pay attention to the principle of cultivating and improving;
(4) The principle of combining reserves with dynamic management;
(five) the principle of serving the overall situation and unified deployment and use.
Article 3 These Provisions shall apply to the reserve cadres of townships (streets), departments directly under the county level and enterprises and institutions throughout the county.
Chapter II Conditions and Qualifications of Reserve Cadres
Article 4 Reserve cadres shall meet the basic conditions stipulated in the Regulations on the Selection and Appointment of Leading Cadres of the Party and Government.
Article 5 Reserve cadres shall meet the following conditions:
(a) reserve cadres at the official level should be cadres at the deputy level. Deputy-level reserve cadres should be Ji Gu cadres or ordinary cadres who are particularly outstanding and have great development potential;
(two) the reserve cadres at the official level shall not exceed 40 years of age, and the reserve cadres at the deputy level shall not exceed 35 years of age. The age of ethnic minorities, women and non-party reserve cadres can be appropriately relaxed 1-2 years old;
(three) reserve cadres should generally have a college degree or above. Reserve cadres under the age of 30 must have a bachelor degree or above;
(4) Those who have made outstanding contributions in attracting investment, project construction and their own work are not restricted by rank, age or education;
(5) good health.
Chapter III Number and Structure of Reserve Cadres
Article 6 The number of reserve cadres shall generally be determined according to the ratio of 1:2 and 1: 1.
Seventh reserve cadres team structure should be reasonable:
(1) The reserve cadres in Zheng Ke are mainly cadres aged 35-40, and the proportion of reserve cadres under 35 is not less than 30%, and the proportion of reserve cadres under 30 is not less than 10%. (3) Reserve cadres should maintain a reasonable professional knowledge structure;
(four) among the reserve cadres, the recent training objects are generally not less than one-third of the total number of reserve cadres at the same level.
Chapter IV Selection of Reserve Cadres

(2) Organizing recommendation and qualification examination. (3) examination. Mainly written test, focusing on testing the basic knowledge of the public, state situation, county situation and official document writing ability. Tenth annual reserve cadres adjustment and supplement mainly through democratic recommendation. Chapter V Training of Reserve Cadres

Article 12 Strengthen theoretical training and education. Organize and send reserve cadres to party schools at all levels or various training institutions for training. Reserve cadres must be trained once in 3 years. In principle, the off-job training time shall not be less than 1 month, and the accumulated training time within 5 years shall not be less than 3 months. Hold 1 training courses for young cadres and "three aspects" training courses for cadres every two years; Hold special training courses for reserve cadres from time to time to improve the theoretical and professional knowledge training level of reserve cadres. Promote learning with awards, encourage and support reserve cadres to study on the job and participate in continuing education. If the organization department of the county party committee records and obtains a bachelor's degree, the tuition fee shall be borne by the unit where the county finance and reserve cadres are located, and the individual shall bear 25% and 50%; Those who have obtained a postgraduate degree or above will each bear 30% of the tuition fees by the county finance and the units where the reserve cadres work, and 40% by individuals.
Thirteenth to strengthen practical exercise. The organization department of the county party Committee arranges the number of reserve cadres to practice exercise every year not less than 20% of the total number of reserve cadres.

(2) sending exercises. Every year, about 10 reserve cadres at the grass-roots level in towns and villages are sent to the economic departments directly under the county level for temporary training. (3) Exchange rotation exercise. About 30 reserve cadres are selected every year, and through up-and-down communication, horizontal communication and rotation exercise in different positions in the same department, reserve cadres can be exercised in multiple positions.

Chapter VI Management of Reserve Cadres

(a) problems in political thought, moral quality, honesty and self-discipline;
(two) dereliction of duty, resulting in greater losses or adverse effects;
(three) the annual work objectives and tasks have not been completed, and the results of democratic evaluation are lower than those of the same rank, which needs to be adjusted after organizational inspection;
(four) due to health reasons, can not adhere to the normal work;
(5) Exceeding the age standard stipulated for the post qualification of reserve cadres;
(six) for other reasons, not suitable for reserve cadres.
For those who adjust the reserve cadres due to over-age, the record management shall be implemented, which will not affect the promotion and use.
Chapter VII Use of Reserve Cadres
Eighteenth according to the needs of the county and township party and government leading bodies, reserve cadres with both ability and political integrity, outstanding performance and recognized by the masses should be unified deployment, timely promotion and use.
Nineteenth candidates to be promoted to the leading group should be selected from the reserve cadres in principle, except for some positions with special requirements for professional skills, which should be produced from the reserve cadres recently trained. Adhere to the principle of gradual progress, especially excellent ones can be promoted and used.
Twentieth encourage and support reserve cadres to participate in open selection of leading cadres and competition for posts and other activities. Under the same conditions, reserve cadres are given priority.
Chapter VIII Organization and Leadership of Reserve Cadres
