Joe is from Shanghai (1960 ~). 1984 graduated from southern institute of physical education and was a national first-class athlete. He is now an associate professor at the School of Physical Education of Nanjing Normal University. Member of China Tennis Association, member of Jiangsu Tennis Association, director of Jiangsu Tennis Arbitration Committee, and director of Heather Tennis Arbitration Committee. 1988 won the national fat referee certificate of tennis, and 1990 passed the examination organized by the Asian Tennis Association and won the silver medal certificate. In the same year, he participated in the tennis referee work of the 1 1 Asian Games and was awarded the title of advanced worker of the Asian Games.
