The Interim Measures for the Implementation of the Regulations on Academic Degrees in People's Republic of China (PRC) stipulates that applicants for academic degrees must pass the prescribed course examinations and pass the examinations before they can participate in thesis defense. In order to highlight the cultivation of graduate students' innovative ability, the Ministry of Education proposes to strengthen graduate students' scientific research training and dissertation work, and highlight the innovation of dissertation. Training units should strictly review the thesis and defense procedures, and can stipulate that the degree thesis has a certain unqualified rate in one defense.

In order to ensure the quality of graduate students, some schools have taken corresponding measures according to their own characteristics, such as blind examination of graduation papers and publication of papers by the first author after graduation. And the Ministry of Education has no uniform regulations on this. It is understood that at present, most schools have adopted the blind examination system of test papers. The main method is: the graduate management department of the school hides the names of tutors and students, and entrusts peer experts inside and outside the school to communicate and evaluate. For controversial papers, measures such as revising papers, suspending defense and postponing graduation should be taken according to different situations.

For a paper that has passed the blind examination and participated in the defense, if the defense fails, with the consent of the thesis defense Committee, the paper can be revised and re-defended within the specified time.
