3. Objectives and requirements:
The participants in this competition are full-time undergraduates from universities all over the country, and there are no professional restrictions. It is required to register for the competition through the school in the form of a team; The total number of team leaders and instructors shall not exceed 2, and the number of students participating in the competition shall not exceed 3. The design and production of the entries are carried out in accordance with the propositions and rules issued by the secretariat of this competition.

Second, the competition organization:
1. Organization:
The 3rd National College Students' Engineering Training Comprehensive Ability Competition was sponsored by the Ministry of Education of People's Republic of China (PRC) and undertaken by Dalian University of Technology. The office of the Secretariat is located in Dalian University of Technology, and the jury of the Third National College Students' Engineering Training Comprehensive Ability Competition (hereinafter referred to as the jury) was established.
2. Organization form: This competition adopts a three-level competition system.
(1). Since the announcement of this scheme, each school has independently organized the comprehensive ability competition of engineering training for its college students according to the competition proposition and rules issued by the competition organizing committee, and recommended it to the provincial or regional competition organizing committee according to the ranking of school competition results.
(II) The education administrative departments at the provincial or regional level shall, from the date of receiving the notice of this competition, actively organize colleges and universities within their respective jurisdictions to prepare for the provincial competition, and register and recommend them to the Secretariat of the Third National Undergraduate Engineering Training Comprehensive Ability Competition (20 13) according to the results of the provincial competition. There are two competitions in this national competition. According to the results of provincial or regional competitions, no more than two teams are recommended for each competition. Only 1 team from each school can participate in the same competition.
(3) The competition jury is responsible for formulating competition rules and performance evaluation standards, and the organizing committee is responsible for examining and approving competition rules and standards and issuing or issuing authorizations. In the competition rules, the qualification conditions, requirements, registration methods, award setting and evaluation principles of the competition will be specified in detail.

4. Environment and facilities:

Competition facilities: the first main venue is the parking lot, with an area of 2,300 square meters, and the ground is the standard composite wood floor used in international indoor ball games; The second main venue is the processing and debugging competition venue, equipped with general lathe, general milling, lathe counting, CNC milling, rapid prototyping and other machine tools, as well as locksmith workbench and drilling machine. The general work card measuring tools required for the processing competition are brought by the participating teams.
Reception conditions: Participants will stay in Dalian University of Technology International Conference Center and Polytechnic Hotel, have a group meal, and the evaluation will be separated. Small working meetings use the standard small meeting room of Dalian University of Technology International Conference Center.
Third, the competition rules.
1. Competition rules: Fairness, impartiality and openness are the first principles in all competition processes. On the basis of unifying the proposition, it is necessary to: (1) announce the scoring standards and calculation methods of each competition process before the competition. (2) Before the competition, all participating teams will participate in the public lottery of the competition order and track. (3) The scoring data of each team in each game is released in real time above the stadium. (4) Set up a competition arbitration panel composed of experts, which is responsible for timely handling the demands made by the participating parties. (5) After the game, announce the final results of each team's achievements and score calculation to all the participants. (6) The scheme reports submitted by each group shall be sealed and bound in a unified way, and blind testing and blind evaluation shall be implemented. 2. Method of drawing lots: The order and track of all participating teams are generated by public drawing lots.
3. Team leaders and players:
Team leaders should do a good job in the registration of their team members, including filling in online registration forms and filling in and submitting paper registration forms; Browse the latest notices and news on the contest website in time, and keep in touch with the Secretariat of the Organizing Committee. Participants are required to fill in the registration form (with photos, which can be downloaded from the competition website), and the registration form must be stamped with the official seal of the school. The qualification confirmation of the contestants is the responsibility of the school registration management department.

4. judging principle: (1) a judging working group will be set up in this competition. The evaluation working group consists of members of the jury and judges elected by the jury. The review team consists of 1 team leader, 2 deputy team leaders and several team members.
(two) within the scope of the competition and evaluation rules, the evaluation working group shall independently carry out the evaluation work in accordance with the principle of "fairness, justice, openness, science and standardization".
(3) The list of members of the judging working group shall be announced at the beginning of the competition and kept confidential before the competition. In principle, the number of experts from the same school in the evaluation working group shall not exceed 1.
(4) The judging working group comprehensively evaluates the comprehensive analysis ability, innovative design ability, comprehensive process design ability, practical operation ability and comprehensive application ability of engineering management of the entries.
(5) The judging working group will grade the entries according to the judging criteria of the competition results. The score of each work is obtained by combining the scores given by each judging group. According to the score, determine the award-winning level of the work.
(6) The review shall implement the avoidance system and confidentiality system. The signing instructor of the participating teams shall not participate in the evaluation and judgment of the national competition. Before the end of the review, any judge shall not announce or disclose the review situation and results in any way.
(7) Oppose any form of competitive fraud. Units or individuals who violate the competition rules will be disqualified once they are found, and their institutions will notify and warn them according to the seriousness of the case until they are disqualified for the next competition.
5. Award setting:
The national competition has first, second and third prizes, excellent prize, excellent organization prize, excellent instructor and other awards. The proportion of the first prize and the second prize is 25% and 35% respectively, and the organizing committee of the competition will issue award certificates to the winning teams, contestants and instructors. The setting of prizes in provincial competitions is decided by the organizing committee of provincial competitions with reference to the setting method of prizes in national competitions.
6. Complaints and arbitration:
An arbitration panel will be set up in this national competition. Participants who have objections to the evaluation of the competition during the competition may file a complaint with the competition arbitration group and apply for arbitration. The arbitration result is final.
