City and county (District) people's governments shall give priority to and support education in poor and remote ethnic minority areas. Sixth city and county (District) people's governments and their administrative departments shall organize and carry out scientific research on ethnic education, popularize scientific research results in a timely manner, and solve difficulties and problems in ethnic education. Seventh schools in ethnic minority areas should promote the use of Putonghua and standardized Chinese characters. Schools in areas where Zhuang people live in concentrated communities can implement bilingual teaching for the strong and the weak according to the actual situation.
Schools at all levels should strengthen the education of national unity and attach importance to the education of excellent cultural traditions of ethnic minorities. Article 8 The people's governments of cities and counties (districts) shall organize organs at all levels, social organizations, enterprises and institutions, institutions of higher learning, technical secondary schools and urban primary and secondary schools to provide counterpart support to primary and secondary schools in poor and remote ethnic minority areas. Article 9 People's governments at all levels shall encourage and guide qualified people from ethnic minorities and ethnic minority areas to send their children to economically developed areas or cities for study at their own expense. Chapter II Compulsory Education Article 10 People's governments at all levels shall create conditions for school-age minority children to receive compulsory education according to law, and the dropout rate of primary and secondary school students in minority areas shall be controlled within the indicators set by the state and autonomous regions. Eleventh people's governments at all levels should run boarding schools in accordance with the relevant provisions of the state. Boarding schools should be equipped with safe and independent student dormitories and other living facilities that meet the requirements. Twelfth schools in ethnic minority areas, school buildings, site construction, teaching and experimental equipment and books and materials should meet the standards prescribed by the state. Article 13 People's governments at all levels shall establish and improve the compulsory education system in minority areas, reduce and exempt miscellaneous fees and book fees for students with financial difficulties, and give appropriate subsidies to boarders for their accommodation and living expenses. Chapter III Vocational Education Article 14 The people's governments of cities and counties (districts) shall strengthen the overall leadership of vocational education in minority areas, improve the coordinating and leading institutions for the development of vocational education, formulate measures to promote the development of vocational education, and coordinate relevant departments to jointly do a good job in the development of vocational education. Fifteenth counties under the jurisdiction of the city shall, according to the characteristics of the national economic and cultural development of the county, at least run a demonstration national secondary vocational school at the autonomous region level. Article 16 Vocational education in ethnic minority areas should focus on senior high school, actively develop various forms of vocational education in junior high school, and enable the educated to master one or two vocational skills. Ethnic secondary vocational schools can enroll students across counties (districts), and relevant units and individuals shall not obstruct ethnic secondary vocational schools from enrolling students across regions.
Municipal secondary vocational schools should give full play to their own advantages and strengthen their help and services to ethnic vocational education in counties under the jurisdiction of the city.
Municipal secondary vocational schools should expand the enrollment scale for poor and remote ethnic areas; For ethnic minority students with financial difficulties in counties (districts) under the jurisdiction of the city, tuition fees are appropriately reduced and exempted, and help is provided for their employment.
Encourage and support secondary vocational schools in poor and remote ethnic minority areas and vocational schools in central cities to carry out various forms of joint education. Article 18 The municipal and county people's governments shall support ethnic secondary vocational schools to carry out work-study programs, run school-run industries and practice bases well, and implement relevant preferential policies for work-study programs, school-run industries, practice bases and related industries that provide life services for teachers and students in accordance with state regulations. Nineteenth to encourage and support national secondary vocational schools and enterprises in developed areas to jointly run schools, or to train professional and technical personnel for enterprises in developed areas according to their requirements. Chapter IV Ethnic Schools and Ethnic Classes Article 20 The municipal and county people's governments shall run one or two ethnic high schools well.
The Municipal People's Government may designate municipal ordinary high schools and secondary vocational schools with better school-running conditions to offer ethnic classes.
The people's governments of counties (districts) under the jurisdiction of the city may set up ethnic primary schools and ethnic junior high schools according to actual conditions.
Ethnic townships should set up ethnic primary schools and junior high schools.
All kinds of ethnic schools and classes mainly implement boarding system and bursary system.
