The key to comprehensively promoting the rule of law is to uphold the leadership of the party. The relationship between upholding the Party's leadership and upholding the socialist rule of law is the core issue of the rule of law construction in China. The Constitution of People's Republic of China (PRC) established the leading position of the Party. The leadership of the Party is the most essential feature of Socialism with Chinese characteristics and the most fundamental guarantee of socialist rule of law. It is a basic experience in the construction of socialist rule of law in China to implement the party's leadership in the whole process and all aspects of governing the country according to law.

Second, uphold the rule of law in Socialism with Chinese characteristics.

Promoting the rule of law in an all-round way boils down to upholding the rule of law in Socialism with Chinese characteristics. Under the guidance of the 16-character policy of "there are laws to follow, laws to be followed, law enforcement to be strict, and violators to be prosecuted", it is the basic way to govern the country by law to start legislative work in various fields and comprehensively promote the rule of law.

The construction of the rule of law system in Socialism with Chinese characteristics not only requires us to act in accordance with the provisions of the law, but more importantly, it should be regarded as the theory and strategy of governing the country, combined with democracy, and everyone is equal before the law. Governing the country according to law and building a socialist country ruled by law is an important fulcrum and guarantee for the modernization of the national governance system and governance capacity, which is an important part of the national governance capacity. Improving the ability of national governance and strengthening the ability of rule of law are the key points.
