Graduates from Jining Normal University are not free normal graduates from normal universities directly under the Ministry of Education. The six normal universities directly under the Ministry of Education are Beijing Normal University, East China Normal University, Northeast Normal University, Huazhong Normal University, Southwest University (formerly Southwest Normal University) and Shaanxi Normal University. Only the normal majors in these six schools can enjoy the treatment of normal students at public expense.

Free normal graduates who meet the requirements after examination can be admitted as master of education, and those who pass the teaching examination and pass the thesis defense will be awarded master's graduation certificate and master of education professional degree certificate.

Free normal students are generally not allowed to apply for full-time graduate students before graduation and during the service period stipulated in the agreement. Teaching schools should support free normal graduates to study for master's degree in education. Specific measures shall be formulated separately.
