Abstract: Phonetic learning is a very important link in second language acquisition. However, basic phonetics education has not been taken seriously. As far as Henan province is concerned, English education began in the third grade of primary school, but there is no systematic knowledge of phonetic symbols in primary school English textbooks. Phonetic learning not only depends on natural learning methods, but also needs the assistance of basic phonetic knowledge. Under the influence of vigorously advocating quality education and western language teaching mode, the phenomenon of attaching importance to natural pronunciation acquisition and neglecting basic pronunciation training appears in China pronunciation teaching. It is worth noting that China students' English acquisition environment is different from that of western students. First of all, most English teachers in China are from China. Even if there are foreign teachers, the teachers are weak. Second, the language environment around students is mainly Chinese. Students' participation and interaction in oral English class is not high. English belongs to Indo-European language family, while Chinese belongs to Sino-Tibetan language family. They belong to different language families and have great differences in tone, syllable and phoneme, so the negative transfer of mother tongue to English acquisition is also great. If learners don't have a basic phonetic foundation, it is difficult to learn a language that is very different from their mother tongue. Therefore, it is immature for China to get it only by nature. Aiming at the problems existing in the actual phonetic teaching, this study summarizes the basic situation of English phonetic teaching in Henan Province through surveys, questionnaires, interviews and statistics. According to the survey results, this paper analyzes the causes of poor English pronunciation habits of English learners in Henan Province, and discusses the countermeasures to change the poor English pronunciation habits of English learners in Henan Province, in order to promote English teaching and improve English pronunciation in this area. There are many reasons why foreign language learners in China get twice the result with half the effort. One of the factors that can't be ignored is that the local accent of learners who speak local accent has caused obstacles to English learning. That is to say, in the process of learning another language, we are often influenced by the "local accent" brought by habits, thus affecting the accuracy of the pronunciation of the new language. This paper aims to find out the corresponding measures to solve such problems by investigating the influence of dialect habits of English learners in various regions of Henan Province on English learning, so as to improve the local foreign language teaching level. The full text is divided into five parts: The first part is "Introduction", which mainly introduces the significance and purpose of the research, related research trends, practical significance and method flow of the research. The second to fourth parts are the focus of this paper. The second part introduces the characteristics of Putonghua, Henan dialect and English pronunciation respectively, and compares and analyzes the differences between Putonghua and Henan dialect and Henan dialect and English pronunciation. The third part introduces the research background of this paper, focusing on the concept and essence of language transfer, the factors that cause language transfer, the comparative study of Mandarin to English and the comparative study of Henan dialect to English. The fourth part is the focus of this paper, which analyzes the influence of Henan dialect on local English learners, including common phonetic errors (common initial errors and common vowel errors) of Henan English learners. This paper analyzes the related factors that restrict the English pronunciation standard of Henan students (the influence of negative transfer of mother tongue, the influence of language use environment, the influence of age or education level, etc.). The fifth part gives some suggestions on how to speak standard English pronunciation well for students in Henan province, including suggestions on how to speak standard English pronunciation well for students at school and suggestions on English teaching for teachers.
