The level of a publication depends on its competent unit.

Ministerial units are in charge of national publications, such as the Ministry of Health and the Ministry of Education, China xx Group and China xx Society.

Provincial units are provincial directors, such as health department and education department. And the provincial publishing group and publishing house are provincial directors. Journals sponsored by ordinary colleges and universities belong to the provincial level.
